CASE # (, d� <br />PUBLIC HEARING AND LEVY OF SPECIAL ASSESSMENTS <br />FOR THE 2010 STREET MAINTENANCE PROGRAM <br />By: Steven J Jankowski, Assistant City Engineer <br />Background: <br />The 2010 Street Maintenance Program consists of six individual projects addressing the <br />maintenance needs of 14.24 miles of streets. <br />Three projects involve crack fill /sealcoat covering 11.44 miles of roadway. One of the <br />sealcoating projects is being special assessed in accordance with the City's Street <br />Maintenance Policy. The crack fill /sealcoat assessments were previously assessed 50% of <br />the project cost, however the assessment on this type of maintenance work is being <br />phased out, with 2013 scheduled as the last year for which assessments will be utilized <br />for this type of work. This year the assessment for sealcoat/crack fill work is 29% of the <br />project cost. The remaining two projects are the first seals for these streets and are being <br />financed through developer escrows and city Municipal State Aid (MSA) funds. <br />Three projects involve a 1 /2 inch bituminous overlay covering 2.80 miles of roadway. <br />Two of the projects have been completed and the third project, a bituminous overlay of <br />Waco Street and 142 " Avenue in the River Bend subdivision, is scheduled to be <br />completed prior to the public hearing. The final costs have been estimated at the time of <br />this writing. It is City policy to assess 50% of the project cost to the benefited property <br />owners for overlay projects. <br />Final assessments are determined by dividing the total assessable amount equally <br />between the number of benefitted properties within the project area. One overlay project, <br />Project 10 -06, has only 12 assessable properties and is being assessed the average <br />assessment of the other 2010 bituminous overlay project; consistent with assessment <br />policy # 7. <br />Below is a summary of the assessments proposed on each project along with a <br />comparison to the estimated costs reported to property owners prior to the March 9, 2010 <br />public hearing: <br />For Improvement Project 10 -04 the actual costs were higher than those estimated in the <br />feasibility primarily because the amount of concrete curb replacement substantially <br />exceeded anticipated quantities. This assessment was limited to 110% of the original <br />estimate.
