City Attorney Goodrich responded that the MOU won't accomplish it because neither Anoka <br />County nor the homeowner will agree to the MOU. The way the resident wants it drafted, <br />Anoka County-won't agree to it, and the way the county wants it drafted, the homeowners won't <br />agree to it. <br />Mayor Ramsey asked if the council passed the resolution that is in their packet requesting them <br />to remove it from their plan, what additional staff time would be needed. <br />City Administrator Ulrich commented that there would be staff time to send the resolution to the <br />county and representation at the boazd meetings. <br />Councilmember Look interjected that the Met Council can approve our Comp Plan with the <br />MOU from the county with the understanding that the process to remove this from their plan is <br />going to take up to 60 days. We don't need to leverage citizen/property rights against this. <br />Those two agencies need to work it out. <br />Councilmember Elvig voiced his concern that if the city takes action to make others change their <br />ghosting of properties and property usage; it is going to set a precedence. <br />Councilmember Jeffrey stated that when we do put something on a map, like a road going <br />through, it has to be disclosed. He agrees with Councilmember Look that this is Anoka County <br />and Met Council's problem. He would like to know when we are going to put them in a room to <br />work this through. We run the risk of not having development because we don't have an updated <br />Comp Plan. <br />Mayor Ramsey said that we need to quit beating around the bush and pass a resolution asking <br />them to take it off the plan. <br />Motion by Councilmember Look, seconded by Councilmember Elvig, to deny the request for <br />entering into a Memorandum of Understanding with Anoka County with regard to future land <br />use and zoning at 18055 Roanoke Street NW and adopt Resolution #10-08-163 formally <br />adopting the 2030 Comprehensive Plan removing all references to the Subject Property as future <br />park and adopt Resolution #10-08-164 requesting Anoka County amend its Comprehensive <br />Pazks System Plan. <br />Motion cazried. Voting Yes: Mayor Ramsey, Councilmembers Elvig, McGlone, Wise, Look, <br />Dehen, and Jeffrey. Voting No: None. <br />Further discussion: Councilmember Jeffrey asked that staff coordinate getting the right group of <br />people together to make sure this gets done. Councilmember Elvig added that he seconded this <br />motion, not necessazily because he is supportive of it, in fact, he would liked to have seen it go <br />the MOU route, but he feels strongly that a unanimous council will see more results and he feels <br />that it is a good time to unite. <br />City Council /August 9, 2010 <br />Page 7 of 13 <br />
