Rum River Water Management Organization regarding the existing mitigation permit, in favor of <br />RTC LLC, for all wetland impacts within the Town Center development. Due to this, the <br />wetland component located at the east end of the Park, and all associated infrastructure, which <br />included a 60' pedestrian bridge and two observation platforms, were not awarded at that time. <br />In June, Council approved a change order to add these structural elements back into the park <br />contract ($207,291). Mr. Himmer explained that it has been determined that soil corrections <br />would be required to implement this portion of the contract in this wetland area. The area around <br />the footings for those proposed structures will require aten-foot sub cut and corection with <br />clean sand. The unit prices for this work are already contained within the contract, and are <br />estimated at approximately $20,000. Due to the depth of these required conditions, additional <br />dewatering will also be necessary. Gohman submitted a change order request for $67,398; <br />however, staff did not agree with that amount. Staff did not have a problem with the numbers for <br />the soil going out and coming in. The problem is now we will be down below the water table <br />and they want us to pay for a month of dewatering. Staff received a quote from Blake Drilling <br />Company in the amount of $15,248 for one week, and $4,233 per week thereafter. After meeting <br />with the contractor on site, it was determined that dewatering, depending upon the weather <br />conditions, would likely be performed in less than two weeks. Mr. Himmer went on to explain <br />that the City/contractor is also responsible for fuel and maintenance of the pumping equipment <br />during the duration of the dewatering activities at an estimated cost of $750 per week. A <br />temporary road would also be required to get the equipment into execute the drilling for the well <br />points at a cost of $3,000. W. Gohman is also requesting $5,000 for site supervision since they <br />are the ones that need to wananty the work. In summary, the total change order would then be <br />$51,450. Mr. Himmer explained that there is the potential to offset correction costs. Consistent <br />with staff's original recommendation at the time the contract was awarded, we would request <br />that Council consider removing observation platform A from the project. Staff's <br />recommendation for this wetland area at the time initially was to build two overlooks and a <br />bridge -Council had said to build it all -now there is the opportunity to review this., <br />Mayor Ramsey asked about removing which observation point. <br />Director of Public Works Olson recommended eliminating one on the south side closest to the <br />PACT Charter School and to keep the one closest to the townhouses. <br />Mayor Ramsey asked if there would be any reason to flip them. <br />Mr. Himmer replied this way seemed to make the most sense. <br />Discussion ensued relating to the dewatering and the noise, etc. It was noted that the <br />neighborhood would be notified. <br />Motion by Mayor Ramsey and seconded by Councilmember Jeffrey to eliminate one observation <br />platform and approve the net change order in the amount of $6,828. <br />Motion carried. Voting Yes: Mayor Ramsey, Councilmembers Jeffrey, Look, McGlone and <br />Wise. Voting No: None.
