Councilmember Elvig introduced the following resolution and moved for its adoption: <br />RESOLUTION #10 -06 -135 <br />RESOLUTION ORDERING THE RAZING OF A HAZARDOUS BUILDING LOCATED <br />AT 13670 GARNET STREET NW, RAMSEY, MINNESOTA <br />WHEREAS, pursuant to Minn. Stat. §§ 463.15 and 463.261, the City Council of Ramsey, <br />Minnesota finds the building located at 13670 Garnet Street NW, Ramsey, Minnesota to be a <br />hazardous building for the following reasons: <br />Due to structure fire on April 21, 2010 the remaining portions of the building are <br />considered a public hazard. During the fire the roof over the house and garage was <br />completely destroyed and has fallen into the lower living areas. The charred roof <br />gable over the front garage wall as well as the remaining north garage wall is standing <br />unsupported, and likely to fall over. The garage portion is six feet from the north <br />property owners' side yard. The front entry wall was completely destroyed and has <br />collapsed into the entry wall. <br />The front east bedroom wall as well as the south wall remains standing however most <br />of the roof structure was been lost leaving these walls structurally unsupported. <br />Currently the east bedroom wall is leaning inward and with the floor trusses under <br />this area damaged and burnt this area is likely to fall. The east side of the home is 10 <br />feet from the neighboring property line. <br />Most of the trusses that support remaining sections of the east side of the upper level <br />floor have been damaged and appear to be unable to support any loads. In the event <br />the floor sustains any additional load such as rain or wind, they may collapse and <br />cause the walls to fall over and possible into the adjoining property. <br />Soaked debris such as insulation has been scattered around the yard and has been <br />blowing into the surrounding properties. Broken glass, fallen sections of the roof and <br />walls sections are scattered around the yard and lying next to the neighboring <br />property lines. Personal belongings have also been sorted through and are laying <br />around the front yard areas. <br />Currently this site has not installed any security to prohibit public access from the <br />front street side of the property. <br />WHEREAS, the conditions listed above are more fully documented by the photographs taken <br />prepared by Mick Kaehler, Building Official on May 19 2010 copies of which are attached to <br />this resolution as Exhibit A. <br />NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF RAMSEY, <br />MINNESOTA, AS FOLLOWS: <br />1. That pursuant to the foregoing findings and in accordance with Minn. Stat. § 463.15 <br />and 463.261, the council ORDERS the record owners of the above hazardous <br />building or their representatives to make the following corrections on the property at <br />13670 Garnet Street NW, Ramsey, Minnesota: <br />
