Councilmember Look introduced the following resolution and moved for its adoption: <br />RESOLUTION #10 -08 -164 <br />RESOLUTION REQUESTING ANOKA COUNTY AMEND ITS 2006 <br />COMPREHENSIVE PARK SYSTEM PLAN TO REMOVE 18055 ROANOKE ST NW AS <br />FUTURE PARK <br />WHEREAS, the Metropolitan Land Planning Act (MPLA) requires local units of <br />government to submit comprehensive plans and plan amendments to the Metropolitan Council <br />for review and comment to ensure consistency with metropolitan system plans, consistency with <br />other adopted comprehensive plans of the Metropolitan Council, and compatibility with plans of <br />other local jurisdictions in the Metropolitan Area; and <br />WHEREAS, Anoka County (the "County ") has operated and maintained the Rum River <br />Central Regional Park (the "Park ") since 1973; and <br />WHEREAS, the Park is located in the City of Ramsey (the "City "); and <br />WHEREAS, the City appreciates the continued maintenance and operation of the Park, <br />which has served as an important open space and recreational opportunity for the City and the <br />region and realizes the many dedicated years of planning and development that went into the <br />Park; and <br />WHEREAS, the City wishes to continue collaborative efforts in future park planning, <br />development, and programming for the Park; and <br />WHEREAS, in 2006, the County adopted and forwarded to the Metropolitan Council a <br />Comprehensive Park and Trail System Plan (the "2006 Park Plan"); and <br />WHEREAS, the 2006 Park Plan discusses in concept the future potential addition to the <br />Park of one residential parcel located within the City, herein attached as Exhibit A(the "Subject <br />Parcel "); and <br />WHEREAS, the owner of the Subject Parcel (the "Owner ") wishes to maintain the <br />Subject Parcel as a residential use and has concern with identifying the Subject Parcel as a future <br />park acquisition due to potential impacts to property value and potential acquisition; and <br />WHEREAS, the Owner requests that the City and the County reconsider the Subject <br />Parcel as a future park acquisition; and <br />WHEREAS, the City supports the Owner's request and has expressed a desire to <br />maintain the current zoning and land use designation on the future land use map in the <br />Comprehensive Plan of the parcel as "Rural Developing" and amending appropriate plans by not <br />indicating the Subject Parcel as a future park acquisition. <br />
