CASE #: q.0 ( <br />REQUEST FOR PRELIMINARY SITE PLAN REVIEW OF RAMSEY MEDICAL <br />BUILDING; <br />CASE OF PSD, LLC <br />By: Tim Gladhill, Associate Planner <br />Background: <br />PSD, LLC has applied for a minor plat and request for site plan review for a new medical <br />building in The COR. <br />Observations: <br />The project includes a minor subdivision to create a lot for the facility on Outlot AA of the <br />Ramsey Town Center Addition. Existing Outlot AA is a block in The COR bounded by <br />Sunwood Drive, Sapphire Street, Civic Center Drive, and Rhinestone Street. The proposed <br />buildable lot will be approximately 2.35 acres in size and located on the north east corner of <br />Civic Center Drive and Sapphire Street. The property is zoned TC -1, a sub - district consisting of <br />a mix of residential, retail, service, professional, community service, recreational and similar <br />uses on every block near, and within easy walking distance of the rail station. <br />Total finished square feet when completed will be approximately 43,530 square feet. The <br />minimum floor area ratio in this district .75; the proposed net floor area rato is .83 (subtracting <br />shared access and parking areas). The COR encourages shared and structured parking to <br />maximize building coverages and maximize density, especially in the TC -1 sub - district. <br />Unfortunately, it is not always feasible to construct a structured parking facility with only one <br />building on the block. Staff finds it reasonable to work within the existing flexibility of the <br />zoning district to not require the construction of structured parking facilities until needed, thus <br />impacting current FAR calculations. Staff believes there is flexibility under current ordinances <br />to consider future shared accesses and parking areas in current FAR calculations. In order to <br />qualify for subtracting shared access and parking areas, these areas shall be encumbered by a <br />separate, recordable easement. The TC -1 district regulations require two (2) to five (5) story <br />buildings; the proposed building is two (2) stories. <br />The TC -1 Sub - District setback from street is 0 -5 feet. The proposed setback of the building <br />varies from 5 -12 feet. According to City Code, at least 60% of the proposed building must be <br />within the maximum setback. The proposed building must be revised to meet this setback. <br />The site will derive public access from Civic Center- Drive and Sapphire Street. Both accesses <br />shall be encumbered by shared access easements as indicated previously. The City reserves the <br />right to amend any full access to a right -in, right -out movement as traffic patterns or public <br />safety warrant. <br />The TC -1 sub - district sets a maximum parking space standard of 4 per 1,000 square feet of <br />building for medical clinics and offices; which equates to 174 spaces in this case.
