HRA Case # <br />CONSIDER PARKING RAMP PHASE II DESIGN SERVICES <br />By: Brian E. Olson, Director of Public Works / Principal City Engineer <br />Background: <br />The City of Ramsey obtained a Congestion Mitigation Air Quality Program (CMAQ) grant in <br />2006 to add 200 stalls to the existing parking ramp. The focus of the CMAQ program is funding <br />transportation programs that reduce vehicle tailpipe emissions and is a national program locally <br />administered by MN/DOT. The parking ramp currently serves the Municipal Center and the <br />Ramsey Star Express riders. It will serve the users of the future buildings to be constructed west <br />of the parking ramp and Northstar Commuter Rail riders when the Ramsey Station is <br />constructed. The grant is in the amount of $3.5 million and the deadline for submission of the <br />design was March 2010. <br />Analysis: <br />A case was presented to the HRA on September 21, 2010 requesting authorization for staff to <br />negotiate a contract directly with LSA Design, Inc. for an amendment to the final design and <br />construction administration contract for the 200 car parking ramp expansion. Staff was <br />authorized to negotiate with LSA Design, Inc. for the contract amendment. Staff requested the <br />enclosed proposal from LSA Design, Inc. that outlines the responsibilities to complete the <br />second phase of the parking ramp. <br />After numerous conversations, Staff is confident that LSA Design can complete this work in a <br />timely manner and for a cost not to exceed $132,000. This represent a $24,500 (16%) reduction <br />in the original proposal that was submitted on September 22, 2010 and compares to $139,200 for <br />the first phase ramp. It should be noted that the second phase, whereas it is a smaller project, <br />involves a federal grant and therefore requires additional testing and reporting. This amount also <br />includes revisions to the parking ramp design as stated in the proposal. <br />When construction nears there will be another estimated $75,000 contract that will need to be <br />acted on for materials testing (concrete, soils, etc.). A Request for Proposals will be prepared by <br />LSA and brought back to a future HRA meeting along with the Authorization to advertise for <br />bids. <br />Financing: <br />The funding for the design work will come from the Landfill Trust Fund. The HRA will be <br />asked to approve the contract with LSA Design, Inc. to perform the work for the final design and <br />construction administration of the 200 car parking ramp expansion. Proceeds from the sale of <br />land in COR will be used to reimburse the Landfill Trust Fund. <br />Recommendation: <br />City Staff recommends utilizing the Landfill Trust Fund and entering into a contract with LSA <br />Design, Inc. for an amendment to the final design and construction administration of the 200 car <br />parking ramp expansion contingent upon the apartment project developer agreeing to the cost of <br />design modifications stated in Task II of the proposal. <br />
