CASE # a, <br />REQUEST FOR PRELIMINARY PLAT REVIEW ALPHA DEVELOPMENT AND SITE PLAN <br />REVIEW OF LEGACY CHRISTIAN ACADEMY; <br />CASE OF COLUMBO LIMITED PARTNERSHIP <br />By: Amber G. Miller, Planning Manager <br />Background: <br />Columbo Limited Partnership has applied for a major plat and request for site plan review for a new K -12 <br />private school generally located generally located west of Armstrong Blvd, south of Alpine Dr and north <br />of the railroad tracks. - <br />Observations: <br />The Project includes a major subdivision within the Pine Shadows Addition to accommodate a future <br />225,000- 275,000 square foot school. The Subject Property is 184.91 acres and is currently Zoned R -1 <br />Residential, R -2 Residential, R -3 Residential and TC -2 Sub - District. The plat proposes to subdivide the <br />parcel into three separate parcels, one lot and two outlots: Lot 1 is proposed to be 96.087 acres, 85.28 <br />acres of which are proposed to rezoned to Public /Quasi Public and require Comprehensive Plan <br />Amendment; while Outlots A and B are proposed to be 35 acres and 45.196 acres, respectively. <br />Additionally, there will be 8.635 acres of Right -of -Way. <br />All lots meet minimum lot width, frontage, and size requirements for all of the zoning districts. <br />The site proposes two accesses from an extension of Bunker Lake Blvd. as a local street within a <br />proposed 120 foot right -of -way. Upon development, Outlot A would access an improved Puma St. and <br />Alpine Dr and Outlot B would access from the extended Bunker Lake Blvd and potentially an improved <br />Puma St Full build out of Bunker Lake Blvd it is planned as a four lane road with two lanes in each <br />direction. A first phase is being proposed to construct one lane in each direction, cul -de -sac terminating <br />just west of the softball fields. The proposed cul -de -sac exceeds the 600 foot maximum length that exists <br />in Section 117- 614(c)(7) of City Code, therefore revisions should be made to extend Bunker Lake <br />Boulevard all the way to Puma Street Puma Street should then be upgraded to minimum City paving <br />standards to Alpine Drive (including a trail) to serve as a secondary access into the project area. In <br />addition, the westerly leg of the Bunker Lake and Annstrong Blvd intersection would need to be <br />constructed full width, based upon the revised traffic analysis and ultimate intersection .design. <br />Consistent with the City's comprehensive trail plan and 2030 Comprehensive Plan, an off road trail <br />easement is shown on the northern edge of the wetland on Lot 1 and the southern edge of Outlot A. <br />However, as the easement is proposed as 10 feet and Staff would like this easement to be a minimum of <br />20 feet and requests the trail to be built with the proposed improvements, which construction costs could • <br />be credited against the required trail development fees. Further, additional trail easements would be <br />required along the east side of Lot 1 so that a continuous route is maintained through the site from <br />Puma/Alpine to Bunker /Armstrong. <br />In addition, the Applicant proposes a trail on the north side of Bunker Lake Blvd to Puma St and then <br />north to Outlot A along Puma Street. <br />11 <br />
