CASE #3 <br />Public Hearing <br />REQUEST FOR COMPREHENSIVE PLAN AMENDMENT: CASE OF COLUMBO <br />LIMITED PARTNERSHIP (LEGACY CHRISTIAN ACADEMY) <br />By: Amber Miller, Planning Manager. <br />Chris Anderson, Environmental Coordinator <br />Background: <br />Columbo Limited Partnership has applied for a major plat and has submitted a request for site plan <br />review for a new K -12 private school. The proposed development requires a zoning amendment to <br />rezone property generally located west of Armstrong Blvd, east of Puma St, south of Alpine Dr and <br />north of the railroad tracks, from R -1, R -2 and R -3 Residential to Public /Quasi Public. Furthermore, <br />the proposed development represents a change in land use and thus, also requires an amendment to <br />the 2030 Comprehensive Plan. The request is to change the land use designation from Low, Medium <br />and High Density Residential to Public /Quasi Public on a portion of the subject property. <br />Notification: <br />In accordance with City Code, property owners within 700 feet were notified of the public hearing. <br />Observations: <br />Columbo Limited Partnership owns the subject property, which is generally located west of <br />Armstrong Blvd, east of Puma St, south of Alpine Dr and north of the railroad tracks. They are <br />seeking to re -guide 85.28 acres of this property to Public /Quasi Public to facilitate the development <br />of a K -12 private school. .. <br />The proposed plat would create one (1) buildable lot (Lot 1 Alpha Development) that is 96.087 acres <br />in size and two outlots that are 35 acres and 45.196 acres in size. The site plan proposed for Lot 1 is <br />for a 225,000- 275,000 square foot 1C-12 private school that at full build -out would accommodate <br />1,200 -1,500 students. The property is currently zoned R -1, R -2 and R -3 Residential and is located in <br />the Metropolitan Urban Service Area. The Comprehensive Plan designates this area as low, medium <br />and high- density residential development with a density of up to 15 units per acre. <br />The following questions/factors are typically considered when . addressing requests for <br />Comprehensive Plan Amendments: <br />1. The proposed land use considers traffic levels and patterns. <br />a. Traffic impacts of the proposal should be assessed for adjacent streets and affected <br />collector streets. Impacts resulting in a safety hazard, increase in fire or police response <br />time, or substantial increase in traffic congestion should be mitigated. <br />b. Potential future travel corridors should be identified and where feasible. <br />As part of the site plan review process, the applicant will be completing a traffic generation <br />analysis for review by the City. Additionally, as part of the plat, the applicant is dedicating <br />right-of-way for and extending Bunker Lake Blvd from Armstrong Blvd to the west. Staff is <br />requesting that the extension be lengthened such that Bunker, Lake Blvd connects to Puma St. <br />27 <br />
