REQUEST FOR SKETCH PLAN REVIEW OF COR ONE FIRST ADDITION; <br />CASE OF PHE CITY OF RAMSEY HOUSING AND REDEVELOPMENT AUTHORITY <br />By: Tim Gladhill, Associate Planner <br />Background: <br />The City of Ramsey Housing and Redevelopment Authority (URA) has applied for a major plat to re -plat <br />RAMSEY TOWN CENTER FIFTH ADDITION on an approximately 14.5 acre block of The COR. <br />Observations: <br />The project includes a major subdivision to create five (5) buildable lots and one (1) Outlot. Two (2) of <br />the five (5) buildable lots are for the Ramsey Municipal Center and Municipal Parking Ramp. The <br />remaining (3) proposed lots are for future development, including apartments and suite -style assisted <br />living The property is zoned TC -1, a sub- district consisting of a mix of residential, retail, service, <br />professional, community service, recreational and similar uses on every block near, and within easy <br />walking distance of the rail' station. <br />It appears that all proposed Lots conform to City Code bulk requirements, including minimum lot size, <br />width, and depth. At this stage, the City has not received a site plan and cannot review standards such as <br />parking requirements, FAR, density; etc. These standards will be reviewed as part of the remaining plat <br />and site plan review, which are anticipated to be reviewed parallel of each other. <br />The COR encourages' shared and structured parking to maximize building coverages and maximize <br />density, especially in the TC -1 sub - district. The TC -1 district regulations require two (2) to five (5) story <br />buildings. The TC -1 Sub - District setback from street is 0 -5 feet. According to City Code, at least 60 % of <br />the proposed building must be within the maximum setback. Parking will also be reviewed as part of site <br />plan review. <br />The site will derive public access from Sunwood and Civic Center Drives. All accesses shall be shared <br />access where feasible and encumbered by shared access easements. The City reserves the right to amend <br />any full access to a right -in, right -out movement as traffic patterns or public safety warrant. <br />Landscape and Civil Engineering plans will be reviewed with the Preliminary and Final Plat review, as <br />well as the Preliminary and Final Site Plan Review. <br />Funding: <br />All costs associated with reviewing the application are the responsibility of the Applicant. <br />Recommendation: <br />CASE #: <br />The sketch plan process provides the Planning Commission the opportunity to relay to the developer <br />components of the proposed subdivision related to street network, townhome layout, and overall <br />residential design that are acceptable and components that may need further analysis during preliminary <br />plat submittal. <br />City Staff recommends that the Applicant move forward as proposed, with changes and additional <br />requested information as outlined in the Staff Review Letter dated September 29, 2010. <br />45 <br />
