Memo DATE: TO: FROM:. RE: September 29, 2010 Ramsey Planning Commission Community Development Staff Staff Update CASE # 6 City Council Update. The following is a brief summary of actions taken in September that may be of interest to the Planning Commission: Ordinance to Permit Sale of City-Owned Property. The City Council did not adopt an ordinance to permit the sale of city -owned property related to a purchase agreement with River's Bend Holdings, LLC. City Charter requires the City Council pass an ordinance to sell city -owned property, which had not been completed to date With the ordinance not being adopted, the City is not able to proceed forward with the Site Plan Review of the Transformation House. Minnesota Supreme Court Ruling on Board of Adjustment and Issuance of Variances. The City Council reviewed the recent Supreme Court decision. Consensus of the City Council was to explore alternative means of flexibility built into City Code that did not involve the use of Variances. Respond to Request for Comprehensive Plan Amendment from the City of Anoka. The City Council forwarded comment to the City of Anoka in regards to a request for a Comprehensive Plan Amendment to guide certain areas medium density residential and other areas as institutional. The City Council approved Request for Preliminary Site Plan Review of the Ramsey Medical Building. the Preliminary Site Plan for the Ramsey Medical Building. Request for Interim Use Permit for Off - Premise Signage. The City Council approved the request for off - premise signage related to The COR. Update on MRCCA Rulemaking. City Staff continues to participate and respond to draft MRCCA rules from the DNR. It appears the DNR has willingness to incorporate some of the City's comments into the draft rules and draft land use districts. City Staff attended a public open house in Coon Rapids recently, which was covered by KSTP - Channel 5. Minnesota Cities hosted a forum with affected cities, attended by the DNR, for representatives from these cities to respond outside of the open houses and working group. The City of St. Paul has taken the Lead on responding to the DNR. It is anticipated that Minnesota Cities will host the same cities in the near future in a cities -only forum. Update on the Comprehensive Plan. It appears that the City's 2030 Comprehensive Plan has been accepted as complete by the Metropolitan Council. In addition, Anoka County approved the request from the property owner at 18055 Roanoke St NW to remove the parcel as future acquisition. Open House for Proposed Electric Transmission Line. The Open House for the proposed new 115kV transmission line will be held on Thursday October 14, 2010 from 4pm to 8pm at Anoka Technical 55
