Memo <br />DATE: <br />TO: <br />FROM:. <br />RE: <br />September 29, 2010 <br />Ramsey Planning Commission <br />Community Development Staff <br />Staff Update <br />CASE # 6 <br />City Council Update. The following is a brief summary of actions taken in September that may be of <br />interest to the Planning Commission: <br />Ordinance to Permit Sale of City-Owned Property. The City Council did not adopt an ordinance to <br />permit the sale of city -owned property related to a purchase agreement with River's Bend Holdings, LLC. <br />City Charter requires the City Council pass an ordinance to sell city -owned property, which had not been <br />completed to date With the ordinance not being adopted, the City is not able to proceed forward with the <br />Site Plan Review of the Transformation House. <br />Minnesota Supreme Court Ruling on Board of Adjustment and Issuance of Variances. The City Council <br />reviewed the recent Supreme Court decision. Consensus of the City Council was to explore alternative <br />means of flexibility built into City Code that did not involve the use of Variances. <br />Respond to Request for Comprehensive Plan Amendment from the City of Anoka. The City Council <br />forwarded comment to the City of Anoka in regards to a request for a Comprehensive Plan Amendment to <br />guide certain areas medium density residential and other areas as institutional. <br />The City Council approved <br />Request for Preliminary Site Plan Review of the Ramsey Medical Building. <br />the Preliminary Site Plan for the Ramsey Medical Building. <br />Request for Interim Use Permit for Off - Premise Signage. The City Council approved the request for off - <br />premise signage related to The COR. <br />Update on MRCCA Rulemaking. City Staff continues to participate and respond to draft MRCCA <br />rules from the DNR. It appears the DNR has willingness to incorporate some of the City's comments into <br />the draft rules and draft land use districts. City Staff attended a public open house in Coon Rapids <br />recently, which was covered by KSTP - Channel 5. Minnesota Cities hosted a forum with affected cities, <br />attended by the DNR, for representatives from these cities to respond outside of the open houses and <br />working group. The City of St. Paul has taken the Lead on responding to the DNR. It is anticipated that <br />Minnesota Cities will host the same cities in the near future in a cities -only forum. <br />Update on the Comprehensive Plan. It appears that the City's 2030 Comprehensive Plan has been <br />accepted as complete by the Metropolitan Council. In addition, Anoka County approved the request from <br />the property owner at 18055 Roanoke St NW to remove the parcel as future acquisition. <br />Open House for Proposed Electric Transmission Line. The Open House for the proposed new 115kV <br />transmission line will be held on Thursday October 14, 2010 from 4pm to 8pm at Anoka Technical <br />55 <br />
