Proposed Enterprise Park Transmission Project <br />September 22, 2010 (Ver 3.0) <br />Great River Energy is in the early stages of developing a 115 kilovolt (kV) electric transmission <br />project to address reliability issues associated with the northwest metro region's electric <br />transmission system. Great River Energy is currently seeking input from the public and local <br />land owners along the potential transmission routes. We have received preliminary feedback <br />from the leaders of the cities in which the proposed project may be located: Anoka, Andover, <br />Coon Rapids and Ramsey. <br />Need <br />Increased use of electricity in the northwest metro region (Anoka, Andover and Ramsey) has <br />strained the existing 69 kV transmission system to its operational capacity. To ensure the <br />continued reliability of the electric services in the region and equally as important, to enable <br />future economic growth and development, the system needs to be enhanced. <br />Existing Transmission System <br />Electricity is delivered to the communities of Anoka, Andover, and Ramsey through a 69 kV <br />transmission line (the "EP" line), extending from the Elk River Substation to the Bunker Lake <br />Substation in Andover. Despite recent upgrades, forecasts suggest the line could be overloaded <br />as early s summer 2011. Without enhancing the system in this area, the reliability of electric <br />service to existing <br />customers is at risk. The <br />GREAT RIVER ER ENERGY' <br />Y' <br />ability to add future <br />electric loads to the <br />System is also limited. <br />Proposed Project <br />Great River Energy is <br />proposing two projects to <br />offer short- and long -term <br />solutions that will <br />strengthen the region's <br />transmission system. <br />Project I consists of <br />constructing a new115 kV <br />transmission line from the <br />Crooked Lake Substation in Coon Rapids to the Enterprise Park distribution substation in Anoka <br />(see map on next page). This would provide a higher voltage power source to the region. It <br />would also allow a portion of the electric load currently served by Anoka Municipal Utilities to be <br />removed from the "EP" 69 kV line, which would enable future electric load growth in Andover <br />The northwest metro region receives electrical service from the 69 kV "EP" line. <br />57 <br />
