<br />1 Stearns County Statutory Contribution Laws of Minnesota 2006, Chapter 258, subd. 4 (d) reads as follows:
<br />"If the Northstar commuter rail line is extended from Big Lake to the St. Cloud area, regional rail authority members of the
<br />Northstar Corridor Development Authority who did not fund a portion of the share of capital costs from Minneapolis to Big
<br />Lake shall contribute an amount for the extension equal to the amount they would have contributed for their proportional
<br />share of the entire line from Minneapolis to the St. Cloud area."
<br />2 Statutory Cap on Capital Contributions Minn. Stat. Section 398A.10, subd. 1 provides as follows: "A county regional railroad
<br />authority may not contribute more than ten percent of the capital costs of a light rail transit or commuter rail project."
<br />This section only applies to a county that has imposed the metropolitan transportation sales and use tax under
<br />Minn. Stat. Sec. 297A.992. Since 10% of the $150,000,000 Phase II project is $15,000,000, neither
<br />metropolitan county's contribution exceeds the cap.
