CITY ADMINISTRATOR (MAYOR- COUNCIL PLAN) VS. CITY MANAGER (COUNCIL- MANAGER PLAN) POWERS AND DUTIES ['_Ad f'-Mar 1. Enforcement — See that statutes relating to the city and the laws, X A v X ordinances and resolutions of the city are enforced. 2. Appointment of personnel — Appoint upon the basis of merit and X fitness and subject to any applicable civil service provisions and, except as provided, remove the clerk, all heads of departments, and all subordinate officers and employees; but the appointment and removal of the attorney shall be subject to the approval of the council. 3. Control — Exercise control over all departments and divisions of the X X administration to the extent provided under the City Charter as determined by the council. 4. Council meetings — Attend all meetings of the council with the right X X to take part in the discussions but not to vote. 5. Recommend ordinances and resolutions — Recommend to the X X council for adoption such measures as deemed necessary for the welfare of the people and the efficient administration of the affairs of the city. 6. Advise; annual budget — Keep the council fully advised as to the X X financial condition and needs of the city and prepare and submit to the council the annual budget. 7. Administrative code — When directed to do so by the council, X X prepare and submit to the council for adoption an administrative code incorporating the details of administrative procedure, and from time to time suggest amendments to such code. 8. Additional duties — Perform such other duties as may be prescribed X X by the statutes, city charter, or otherwise required by ordinance or resolutions adopted by the council. A home rule charter can give the city freedom to assign duties as it sees fit for either Administrator or Manager.
