Recommendation: <br />Staff is fully supportive of exploring opportunities for a yard waste drop off site or compost. site. <br />However, how such a program would be funded (and possibly staffed) is a major question mark. <br />As the Board begins to contemplate this matter, the Board should consider addressing the <br />following issues: <br />• Funding-how would this type of program be funded from start up costs (site location, <br />design and any required improvements) to operation and maintenance costs, to possible <br />hiring of contractors to dispose of material; and <br />• Security-should there be some form of security around the site such as fencing and/or <br />staff to help deter illegal dumping; and <br />• Fees-should there be some sort of user fee for utilizing the site, such as an annual permit <br />or per load fee, to help offset the cost of operating such a site; and <br />• Type of Site-what type of site would be most appropriate, just a yard waste drop off or a <br />true compost site; and <br />• Public/Private Partnership-might there be some opportunity for some .joint <br />public/private program. <br />The information included in this report is intended to initiate the discussion/research into a yard <br />waste site. This is likely a topic that will be revisited over the next several months. <br />EPB Action: <br />Based on discussion. <br />EPB: 10/4/10 <br />
