Environmental Coordinator Anderson stated that the section clearly states that property owners
will be encouraged, not required, to remove and properly dispose of infested trees/wood.
Board Member Enstrom stated that that should not be in there because right now residents do not
have any place to dispose of material
Environmental Coordinator Anderson stated that residents do have options, such as the two
Anoka County compost sites. He did agree that they might not be the most convenient option for
residents, but that has been the case for 20 plus years at least. He continued by stating that
whether or not there is a yard waste disposal site in Ramsey, in his opinion, should not have any
bearing on the draft plan because it does not require any specific action from private property
owners except if they have a hazard tree, which is already regulated in city code.
Board Member Enstrom stated that he believes this Board has spent too much time focusing on
trees and EAB when it really should be focusing on a yard waste site for residents.
Environmental Coordinator Anderson stated that while he doesn't disagree with the sentiment
that a yard waste site would be great for residents, he disagrees with Board Member Enstrom's
suggestion that too much time has been. spent on trees and this plan. About 3.5 hours of the
Board's time has been spent on this plan between last month and tonight. EAB is a real concern
and relatively new here in the metro area and spending a little over three total hours discussing a
plan that will outline how the city will address this issue and hopefully be able to spread out the
costs associated with dealing with EAB over multiple budget cycles is not spending too much
time.
Environmental Coordinator Anderson also stated that while it would be great to have yard waste
site for use by residents, it is something that will most definitely have budgetazy impacts and he
was uncertain in today's economic climate it was something the city would eagerly pursue.
BOARD/STAFF INPUT
Environmental Coordinator Anderson stated that the September meeting falls on Labor Day and
needs to either be rescheduled or cancelled.
Boazd Member Bentz inquired if there was anything scheduled for the September meeting.
Environmental Coordinator Anderson stated that there's nothing pressing that needs to be
addressed. He hoped to have some time to research some basic information to begin discussion
on a yazd waste site.
The Board agreed to change the September meeting date to Monday, September 13.
ADJOURNMENT
Motion by Board Member Freeburg and seconded by Boazd Member Enstrom to adjourn the
meeting.
Environmental Policy Board /August 2, 2010
Page 3 of4
