Adele Cloves, 5178 — 147 Lane NW, stated she did not live on Waco but that she got notice that <br />some repairs would be done on her road. She never received any notice that she would be <br />assessed almost $1,000 for Waco Street. <br />Mr. Jankowski stated that staff originally anticipated an overlay for all of River's Bend and her <br />project was initially included. At the public hearing, staff was directed to take this street off the <br />project. Ms. Cloves' assessment should be removed from the final assessment roll; she will not <br />be assessed. He added that there is one other property listed that should not be and that is Mrs. <br />Geroges, 5164 — 147 Lane NW. He noted that address will be removed from the assessment <br />roll as well. Mr. Jankowski stated that the City also received a letter from the MPCA that our <br />contracting assessment on Project #10 -02 is to four properties on Garnet Street that they own. <br />Staff has contacted them and will be bringing back a recommendation to Council. <br />Motion by Councilmember Elvig and seconded by Councilmember Look to close the public <br />hearing. <br />Motion carried. The public hearing was closed at 7:47 p.m. <br />The regular meeting opened up at 7:47 p.m. <br />Council Business <br />Motion by Councilmember Elvig and seconded by Councilmember Look to adopt Resolution <br />#10 -09 -214 adopting assessment for IP #10 -02, (Sealcoat and crackfill of Beaudry Addition, <br />Peltzer Addition, Unplatted Street in Sections 21 & 22, and Sorteburg 4 & 5 Additions), and <br />adopt Resolution #10 -09 -215 adopting assessment for IP #10 -04 (Bituminous overlay of Rivers <br />Bend lst and 2" and Rivers Bend Plaza, and adopt Resolution #10 -09 -216 adopting assessment <br />for IP #10 -05 (Bituminous overlay of Brookfield & White Pines Estates), and adopt Resolution <br />#10 -09 -217 adopting assessment for IP #10 -06 (Bituminous overlay of Old CR5 and Dolomite <br />Street between Highway 10 and Riverdale Drive. <br />Motion carried. Voting Yes: Mayor Ramsey, Councilmembers Elvig, Look, Dehen, McGlone <br />and Wise. Voting No: None. Absent: Councilmember Jeffrey. <br />6.04 Public Hearing on IP #08 -33 Ute Street Improvements <br />Assistant City Engineer Jankowski stated this project consists of the grading and paving of Ute <br />Street, north of 179 Lane. The project also included the installation of storm sewer and water <br />treatment before discharging to Rogers Lake. Project costs are to be divided among three <br />funding sources, which include the City's General Fund, the Storm Water Utility Fund, and <br />special assessments to nine benefitted properties. The assessed portion of the costs is to be <br />collected over a ten -year period. He stated that all project elements are completed with the <br />exception of turfing of disturbed areas. There will be a follow -up with hydro seeding. The final <br />assessment cost ($6,321) came in very closely to the estimate of $6,599. <br />City Council / September 28, 2010 <br />Page 7 of 16 <br />
