Councilmember Dehen inquired if that is in accordance with the policy - we authorize <br />bituminous but they can upgrade and pay the difference. <br />Mr. Jankowski stated that's what we are proposing to be fair. <br />Councilmember Dehen agreed it seems fair. <br />Consensus of the Council was that Mrs. Bennett should be reimbursed $500. <br />Councilmember McGlone sated his concern is the expectation of the folks in the neighborhood <br />and whether we are presenting these expectations properly. <br />Director of Public Works Olson stated that staff will be talking with small utilities over the <br />winter. If we communicated properly, we could put our more construction letters. <br />Councilmember McGlone mentioned Construction Bulletin alerts. <br />City Engineer Himmer stated he has started server lists and sends out emails. <br />Councilmember Elvig referenced the apron approach — he thought we were going to do whatever <br />that driveway was is what we would replace it with. <br />Mr. Himmer stated that her driveway is concrete but not all the way — so according to that — she <br />would get bituminous. <br />Motion by Councilmember Look and seconded by Councilmember Elvig to close the public <br />hearing. <br />Motion carried. The public hearing closed at 8:08 p.m. <br />Council Business <br />The regular portion of the meeting was opened at 8:08 p.m. <br />Motion by Councilmember Look and seconded by Councilmember Wise to adopt Resolution <br />#10 -09 -218 adopting assessment for IP #08 -33 (Ute Street Improvements). <br />Motion carried. Voting Yes: Mayor Ramsey, Councilmembers Look, Wise, Dehen, and <br />McGlone. Voting No: None. Abstain: Councilmember Elvig. Absent: Councilmember <br />Jeffrey. <br />6.05 Public Hearing on IP 09 - 23 Repair of Septic System at 16207 Azurite Street <br />Assistant City Engineer Jankowski stated that the property owners at 16207 Azurite Street <br />approached the City because their septic system was determined to be in failure and they had no <br />City Council / September 28, 2010 <br />Page 9 of 16 <br />
