y . <br />CASE# <br />CONSIDER INSTALLATION OF PEDESTRIAN RAMPS <br />By: Steven Jankowski, Assistant City Engineer <br />Background: <br />Ramsey has developed an extensive trail and sidewalk system over the last 20 years and the <br />Council has identified making Ramsey a walkable community as one of its strategic goals. <br />However there are locations in the City were the approach ramps between the street and. the <br />sidewalk /trail system do not meet current ADA (Americans with. Disabilities Act) standards. <br />Most common is the situation where a bituminous trail has been paved to the back of a concrete <br />surmountable curb. Although this curb facilitates vehicle access, it presents a tipping hazard to a <br />wheel chair as the slope of a surmountable curb is considerably steeper than a pedestrian ramp <br />which requires a 1:12 slope. Attached are the City's standard details, for both the surmountable <br />curb and the pedestrian ramp <br />Financial: <br />Upon completion of this year's Street Maintenance Program there will be a balance in the funds <br />from the 2010 program which consisted of sealcoating, bituminous overlays, and the paving of <br />dirt streets. This balance is anticipated to be as follows: <br />$ 475,322. 2010 SMP Gen Fund Budget <br />$ 146,000 less IP 08 -34 <br />$ 280,616 less Projected City Funds for 2010 SW <br />$ 48,706 Available balance <br />The surplus available from this account might be considered an. appropriate funding source for <br />the replacement of deficient or missing approach ramps at trail and sidewalk locations. The <br />amount spent on these replacements could be closely controlled by limiting the number of such <br />replacements to be ordered. The number of replacements could also be limited to allow for <br />competitive quotations. Under this process there would still be sufficient time to get these ramps <br />installed during this construction season. <br />Recommendation: <br />Staff recommends that a portion of the fund balance for the Street Maintenance Program be <br />authorized for the installation of deficient or missing pedestrian ramps. <br />Action: <br />Motion to recommend to .City. Council that a portion of the fund balance for the Street <br />Maintenance Program be authorized for the installation of deficient or missing pedestrian ramps. <br />
