However, I received only four of the five properties <br />the MPCA now owns on the west side of the Anoka/Ramsey Landfill (Landfill). Unfortunately, <br />the missing parcel was wrongly, recorde..d owned . by the Department of Transportation, due to <br />their involvement with the purchase from the resident. This letter presents the MPCA's <br />objection to the assessment for all five parcels. <br />The MPCA purchased these parcels, with residential homes, from Waste Management <br />(December 2001) due to the potential impacts of methane gas from the Landfill. The houses <br />were removed and these lots are not and will not be used for residential purposes. Presently, the <br />land is used for response actions (part of the Landfill), City of Ramsey's (City) watermain and <br />public trail. The required easement for the watermain and trail has not been finalized and I <br />believe the draft is with the Assistant Attorney General Staff, Andrew Tourville. The MPCA has <br />agreed that there is no cost to the City for the permanent easement, because the MPCA's position <br />is that the watermain functions as a public service. Also, it is my understanding that these <br />parcels are zoned residential, which is an inaccurate representation of the use of the land, as <br />previously mentioned. It is our position that these parcels should be re -zoned and included with <br />the Landfill. <br />Beginning in 2006, the MPCA was party to the ten -year assessment for the street improvement <br />project. The MPCA paid the ten -year assessment in one lump sum ($4,222.26), for six parcels. <br />One of these parcels was recently purchased by the City through friendly condemnation. We <br />agreed to the.ten -year assessment to be a contributing good neighbor in the community. <br />However; we don't believe we should have to continue to, be assessed for future road <br />improvements. <br />St. Paul I Brainerd I Detroit Lakes I Duluth I Mankato I Marshall I Rochester I Willmar I Printed on 100% post-consumer recycled paper <br />
