CASE it - 7, D� I <br />CONSIDER AWARD OF CONTRACT FOR CITY PROJECT #10 -07, ALPINE DRIVE <br />AND ROANOKE STREET IMPROVEMENTS <br />By: Tim Himmer, City Engineer <br />Background: <br />On May 11, 2010 City Council ordered the bituminous paving of portions of Alpine Drive and <br />Roanoke Street, and authorized staff to prepare plans and specifications. This project was <br />included in the feasibility study for the 2010 Street Maintenance Program (SMP) and adopted on <br />February 9, 2010. The public hearing was held on March 9, 2010, and the required 60 day <br />counter - petition period has expired. <br />Observations: <br />A stand alone project for this work was created so portions could be financed through the City's <br />State Aid account; including the construction of a trail along the north side of Alpine Drive from <br />the access to the Northfork golf course to Armstrong Boulevard. Staff has received approval <br />from MnDOT on the project plans and is currently working with the Anoka Conservation <br />District on potential wetland impacts, and the NORTHFORK home owners association on a <br />potential trail easement. <br />This project includes milling the existing bituminous surface, curb and gutter replacement, storm <br />sewer improvements, and a new 1 ' /2" lift of bituminous asphalt within the existing right -of -ways <br />and road section. <br />Bids for this project will be received and opened on Friday, October 8` at 10:00 am, and <br />forwarded to the Council via the ftp site and /or e -mail. The information will also be presented at <br />the Council meeting on October 12` for consideration. <br />Funding: <br />The engineer's opinion of probable construction costs is $590,000, with financing provided as <br />follows: <br />$506,500 State Aid <br />$71,000 Storm Water Utility <br />$12,500 Property assessments <br />$590,000 <br />This total is considerably higher than what was originally estimated in the feasibility study for <br />the project. In select locations the road will need to be completely reconstructed and storm <br />sewer added to improve drainage. A trail was added along the north side of Alpine Drive at the <br />direction of the Council on August 10, 2010. A concrete median was added at the BNSF railroad <br />crossing so that this area would be eligible for the no whistle zone. The assessments to property <br />owners were calculated consistent with City policy to charge the average cost of a similar <br />improvement within the same construction year; the final assessment will be determined when <br />the contract prices are reviewed and the project is completed. <br />
