CASE # --� , OS <br />CONSIDER AUTHORIZATION TO HIRE <br />AN ECONOMIC DEVELOPMENT /MARKETING MANAGER <br />By: Interim Human Resources Representative, Colleen Lasher <br />Background <br />The City's Economic Development Coordinator resigned in March of this year. On <br />August 9, 2010 the City Council authorized staff to begin a recruitment process to fill the <br />position of Economic Development/Marketing Manager. A thorough 30 -day recruitment <br />was conducted and the City received 25 applications, of which 7 were interviewed. The <br />interview panel was made up of the City Administrator, the Deputy City Administrator / <br />Community Development Director, the Chair to the Economic Development Authority, <br />the Public Works Director, two council members, and the Interim Human Resources <br />Representative. <br />The finalist for this position is an experienced award winning economic development <br />professional with a proven track record to develop and lead cutting edge, strategic and <br />technical initiatives that will position the City to achieve the strategic goals established by <br />the City Council. He will lead development and marketing initiatives outside of the COR <br />and to assist in leading the Community Development Department in its charge to serve <br />Ramsey residents. <br />Staff Recommendation <br />Staff is recommending that the Personnel Committee recommend Mr. Aaron Backman <br />for the Economic Development/Marketing Manager position. The background checks, <br />pre - employment assessment, and drug screen results are completed and satisfactory. <br />With City Council approval, Aaron Backman's start date will be on or near November 1, <br />2010, his starting wage will be within the approved hiring range at $34.78 per hour, and he <br />will receive credit for 5 days of vacation. He will be subject to a six -month probationary <br />period and all other personnel policies will apply normally. <br />Funding Source <br />Seventy percent of the Economic Development/Marketing Manager's salary will come <br />from the EDA levy and thirty percent from TIF funds. <br />City Council Action: <br />Confirms the recommendation of the Personnel Committee to hire Aaron Backman for <br />the Economic Development/Marketing Manager position effective on or near <br />
