CITY OF RAMSEY POSITION ANALYSIS <br />POSITION TITLE: Human Resources Representative <br />DEPARTMENT: Administrative Services <br />POSITION TITLE OF Deputy City Adm. /Community Development Director <br />IMMEDIATE SUPERIOR: <br />FLSA STATUS: <br />Exempt <br />PRIMARY OBJECTIVE OF POSITION: <br />Under the general direction of the Deputy City Administrator /Community Development <br />Director, the Human Resource Representative performs a variety of complex administrative, <br />technical, professional, and confidential personnel functions while assuring the effective and <br />efficient administration of all personnel policies and services in accordance with the City <br />Code, related resolutions, applicable laws, and collective bargaining agreements <br />ESSENTIAL DUTIES AND RESPONSIBILITIES: <br />A) Responsible for personnel recruitment and selection functions <br />B) Administers all employee benefit programs and evaluates them as necessary for cost <br />effectiveness and value to employees and the City <br />C) Serves as a resource person for personnel - related issues <br />D) Prepares agenda and makes presentations to the Personnel Committee/City Council <br />E) Maintains compliance with city, state, and federal laws, rules, regulations, and policies <br />F) Assists the City in labor relations responsibilities with the bargaining units <br />G) Prepares and maintains internal and external personnel reports, files and records <br />H) Oversees Boards and Commissions <br />I) Serves as Secretary for the Labor Management Committee <br />J) Arranges training for city employees <br />K) Performs other duties as assigned or apparent <br />TASKS RELATED TO ESSENTIAL DUTIES AND RESPONSIBILITES: <br />A) Responsible for personnel recruitment and selection functions <br />• Requests City Council's authorization to recruit for all regular positions based on <br />a needs analysis <br />• Gains input from department heads and coordinates a process to find qualified <br />candidates suited to position openings <br />• Posts positions and advertises in accordance with laws and union agreements <br />• Prepares application packet for print or download <br />• Prepares Training and Experience scoring form based on position specific tasks <br />
