October 4, 2010 <br />Ms. Jack Corkle <br />Senior Multimodal Transportation Planner <br />Anoka County Highway Department <br />1440 Bunker Lake Boulevard NW <br />Andover, Minnesota 55304 <br />Dear Ms. Corkle <br />We are aware that a noise analysis was completed as part of the Environmental Assessment (EA) and project <br />development process for the proposed County State Aid Highway (CSAH) 116 project from Germanium Street <br />NW to Basalt Street NW in the City of Ramsey. The analysis determined that our property is eligible for a 9 -foot <br />tall noise wall to mitigate for existing and future traffic noise along CSAH 116. <br />We understand that if the noise wall is constructed it will be the property of Anoka County, and that Anoka County <br />will maintain the wall. We also understand that an eight -foot easement is required behind the noise wall to protect <br />the wall from potential damage caused by trees and shrubs. The setback will also allow room for Anoka County to <br />maintain the wall (painting/staining, repair, replacement, etc). This easement area will be controlled by Anoka <br />County. <br />On October 4, 2010, Anoka County distributed letters to each property owner adjacent to the proposed wall <br />segments, as well as, to those properties identified in the noise analysis as receiving substantial benefit from the <br />noise wall. The letter summarized the noise modeling process and included exhibits indicating the location where <br />the wall could be constructed. <br />The letter invited property owners to a public open house on October 20, 2010, and encouraged them to contact the <br />County with any questions about the proposed project. In addition, the letter referenced this enclosed response <br />form, and identified it as the means to indicate the property owners' support or disapproval for constructing a noise <br />wall. The letter specified that responses from each property needed to be received by Anoka County on or before <br />November 8, 2010 and that not responding by that date constituted a vote not to support the construction of the <br />proposed noise wall. <br />This letter indicates our vote.
