By: Community Development Director Sylvia Frolik Background: Oakwood Land Development is requesting a rezoning of property proposed to be platted as Sunflower Ridge from B-1 Business and B-2 Business to R-3 Urban Residential. The rezoning will facilitate development of the subject property, with multiple family dwelling units not to exceed a density of 7 units per acre. The following items are enclosed for your information: a) Site location map b) Site Plan c) Letter fi'om Metropolitan Council dated April 11, 2002 d) Draft Planning Commission meeting minutes dated May 2, 2002 e) Proposed Findings of Fact ~) Proposed ordinance Notification: State statute requires notification of the public hearing to owners of property, within 350 feet of the subject property. Staff attempted to notify property owners within 700 feet of the subject property of the request for rezoning. Observations: The property is approximately 18.6 acres in size. The property is currently zoned a combination of B-1 and B-2 Business. The 2001 Comprehensive Plan designates the property for development with low density residential uses. The' City Council recently approved an amendment to the 200l Comprehensive Plan to reclassify the property for development with medium density residential uses. Metropolitan Council approved the land use change from low to medium density residential on April 11, 2002. The Applicant is requesting that the City now rezone the property to 1',-3 Urban Residential in accordance with the approved Comprehensive Plan Amendment. The Planning Commission conducted a public hearing on May 2, 2002. There were no verbal or written comments regarding the proposed rezoning. Recommendation: The Planning Commission recommends approval of the rezoning. -203-
