Tmdgeon: <br /> <br />Metropolitan Council' staff reviewed the Sunflower Ridge comprehensive plan amendment, received by <br />the Council on March 28, 2002. The amendment proposes to change the land use from Farm Residential <br />with a land use designation/rom [:ow Density U~:ban Residential (up to 4 units per acre) to.Medium <br />Density Urban Residential (up to 7 units per acre). The compretxensive plan amendment will allow for a <br />townhouse development to be constructed. The site is 18.5 acres in size. Council staff has determined that <br />the proposed amendment has no potential impacts upon any of the Metropolitan System Plans. Therefore, <br />the city may place the amendment into effect immediately. The following advisory comments are <br />offered: <br /> <br />Advia'ory Comments <br /> <br />Section IJ A - Transportation <br /> <br />The plan information form states: "The amendment will allow for construction of townhouse units that <br />could contain units serving the elderly population who may desire the use of mass ~ransit." The [and use <br />plan map also shows a bus stop located within the development. It should be noted that Metro Transit <br />does not currently serve the city of Ramsey, although the city may eventually receive bus service when <br />the regional transit service is expanded beyond the historic transit, taxing distr/ct. Whether or not bus <br />service could actually be routed through this deve[opment would depend on a number of factors including <br />connections to arterial roads. <br />Section LI A further indicates 'that only 3-4 of the project's 34 additional trips would be in the peak hour. <br />[f they add an average of' 1.5 residences per acre that equals 28 residences. There w6uld surely be more <br />than 34 trips resulting erom this development, and would probably be mostly in [he.pea/( hour. At a <br />minimum there would probably be 56 a/ps/day. This is a much different picture than what was shown. <br />Evergreen Point Townhomes project to have up to 113 townhome units.
