The property is generally located in the west of T.H. ~4-7 and north of Alpine <br />Drive N.W. However, the applicant <br />applied fbr a rezoning from commercial to medium density residential and preliminary, plat <br />approval, for which public hearings are required. The hearing notice included copies of the <br />proposed site plan and were sent to property owners within 700 feet of the subject property. <br /> <br />Observations: <br /> <br />The subject property is zoned a combination of B-1 and B-2 Business. The 2001 Comprehensive <br />Plan designates the property for low density .residential development. The City Council and <br />Metropolitan Council recently approved an amendment to the Comprehensive Plan to change the <br />designated use from low density residential to medium density residential. The Planning <br />Commission conducted a public heating on May 2~a regarding the proposed rezoning and there <br />were no verbal or written comments submitted. The Planning Commission recommended <br />approval of the rezoning in accordance with the amended Comprehensive Plan. <br /> <br />The property is approximately 18.6 acres in size; 18,1 acres exclusive of the wetland. The site <br />plan is proposing [26 townhouse units which equates to a net density of 6.9 traits per acre. In~ <br />accordance with the new multiple family street policy, there is at least one main public street <br />spine providing access through the plat, with private driveway collectors extending off the public <br />streets. <br /> <br />The proposed townhome structures are a combination of standard and lookout ~ade units that <br />will be finished with maintenance free siding, asphalt shingles, masonry, brick accents, and <br />maintenance fi'ce decks (sgme units will have sunrooms rather than decks). City Code restricts <br />tot coverage to 35%. Lot coverage on the subject property will be approximate[y' 15%. All of <br /> <br />-237- <br /> <br /> <br />
