Chairperson Riley asked if there was land available to hold a 140,000 square foot building. <br />Economic Development Consultant Mulrooney responded they would be looking at a 10 -15 acre <br />parcel. <br />Deputy City Administrator /Community Development Director Nelson stated there is land west of <br />Armstrong for a future business park. <br />Deputy City Administrator /Community Development Director Nelson updated the members on the <br />Connect Anoka County Project, which will bring fiber network services throughout the County. <br />There is an 18 -24 month construction time frame. She stated this is a tremendous opportunity for <br />economic development. <br />Case #2: CONSIDER PSD LLC BUSINESS SUBSIDY REQUEST <br />Deputy City Administrator /Community Development Director Nelson presented the Staff report. <br />Discussion ensued regarding the subsidy request for PSD, LLC and lease arrangements with Wells <br />Catering. <br />Member Williams stated this might be a good opportunity for the EDA to talk about giving <br />subsidies and incentives to retailers. There might be incentives other than SAC /WAC fees. <br />Deputy City Administrator /Community Development Director Nelson explained the SAC /WAC <br />fees and how the charges work with multi -tenant buildings. <br />Planning Manager Miller described a current example of how a new building owner of an existing <br />building and the renter handled the SAC /WAC fees. <br />Member Williams asked what the policies of other cities are. <br />Deputy City Administrator /Community Development Director Nelson stated some cities work <br />through the EDA and others directly through the City. <br />Chairperson Riley stated EDA should make a decision on this request and then consider a policy. <br />He requested Staff contact six other cities to see what their policies are and bring a case back to the <br />EDA to consider a policy. <br />Motion by Member Skaff, seconded by Member LeTourneau, to grant subsidy for the SAC /WAC <br />charge for PSD, LLC. <br />Further Discussion <br />Deputy City Administrator /Community Development Director Nelson stated the subsidy structure <br />would be the same as Acapulco Restaurant. <br />Motion carried. Voting Yes: Chairperson Riley, Members Skaff, LeTourneau, Steffen, and <br />Williams. Voting No: None.
