CASE # ej <br />Public Hearing <br />CONSIDER AMENDMENTS TO 117-118 (TOWN CENTER DISTRICT) OF <br />CHAPTER 117 THE RAMSEY ZONING CODE <br />By: Tim Gladhill, Associate Planner <br />Discussion: <br />The intent of The COR zoning district is to foster a pedestrian friendly, transit oriented development by <br />employing distinctly different standards than other zoning districts within the City. One of the most <br />unique characteristics is a build -to line, setting buildings close, to the street. The City has received <br />feedback on numerous occasions regarding the setback requirements in the TC-1 sub -district and its <br />relation to sidewalk requirements. In order to achieve full sidewalk width, sidewalks are required to be <br />partially constructed on private property, thus impacting the amount of separation from the street that can <br />be accommodated. <br />Throughout the life of the standards set forth for The COR, various minor amendments have been <br />processed to bulk standards and intent of this zoning district. A previous ordinance amended the front <br />yard setback in the TC-4a sub -district from 20 feet maximum to 25 feet maximum. A subsequent <br />ordinance inadvertently reverted back to the 20 foot setback. Current development proposals and <br />building permits are reviewed at the 25 foot standard. <br />A summary of the proposed changes are as follows: <br />1) Front yard setback in the TC-4 amended from 20 foot max to 25 foot max <br />. 2) Establishes an alternative front yard setback for properties required to have a portion of a public <br />sidewalk on private property to allow for some separation and green space <br />Notification: <br />In accordance with State Statute, a public hearing notice was published in the Anoka County Union. <br />Commission Action: <br />Motion to recommend that the City Council introduce an ordinance to revise Chapter 117-111 of the <br />City's Zoning Code to update the zoning district definitions. <br />Review Checklist: <br />Planning Manager <br />PC: 10/28/2010 <br />Attachments: <br />A) Proposed Ordinance <br />79 <br />
