City of St. Paul, 2010 WL <br />3325617 (8th Cir. 2010) <br />The Eighth U.S. Circuit has jurisdiction over Arkansas, Iowa, Min- <br />nesota, Missouri, Nebraska, North Dakota, and South Dakota. <br />U.S. Court of Appeals, Eighth Circuit (MINNESOTA) (08/25/10)— <br />This case addressed what is required for an ordinance to be sustained <br />under a rational basis review. <br />The Background/Facts: In March 2006, the city adopted an ordi- <br />nance (the "Ordinance") that prohibited billboard extensions in the <br />city. Billboard extensions are the "part of a graphic or word that pro- <br />trudes beyond the normal rectangular outline of a billboard." <br />Clear Channel Outdoor, Inc.
