Staff responded $200 a month for 0-50 permits and $250 a month for 51-100 and feels even in a <br />busy construction climate we would still be within the 0-50 range. <br />The Committee wanted to know if at the end of a term all the information recorded and stored <br />the property of the City and is included in the monthly fee and that no extra charges would be <br />billed. <br />Eric Zerwas of First Scribe responded all of the information is part of the data base and it is part <br />of the monthly fee and this would be stated in the contract. <br />Motion to recommend that the City Council authorize staff to execute a contract with First Scribe <br />for ROW permitting software package. <br />Action: <br />Ratify the recommendation of the Public Works Committee <br />Case #3: Discussion of Options for Parking Signs on Private Streets in Townhome <br />Developments <br />Background: <br />Fire Chief Kapler reviewed the staff report and wanted to discuss how to proceed with enforcing <br />no parking on restricted private roads and how to facilitate and generate a plan for funding of the <br />signs and installation. <br />It was discussed if City staff were to do the installation the charge to the development would be a <br />labor rate at $23.40 an hour times 2.5 to install, plus materials. <br />Chief Kapler also stated he will contact the City Attorney about installing on private property. <br />Consensus of the Committee is that moving forward; developments are required to pay for the <br />signage on private streets as stated in the development agreement. <br />Action: <br />No action required for information and discussion purpose only. <br />Case #4: Update on Erosion Control Escrow Activities <br />Background: <br />City Engineer Himmer reviewed in the staff report that the City has an erosion control escrow <br />since the ordinance was adopted in 2006. As time goes by more builders are skimping on their <br />erosion control practices and it has been difficult for staff to enforce this. <br />
