CASE # 0�- <br />CONSIDER JOINT POWERS AGREEMENT (JPA) WITH ANOKA COUNTY FOR THE <br />INTERSECTION RECONSTRUCTION AND SIGNALIZATION AT COUNTY STATE AID <br />HIGHWAY 57 (SUNFISH LAKE BOULEVARD) AND ALPINE DRIVE <br />By: Tim Himmer, City Engineer <br />Background: <br />In 2007 Anoka County advanced a Highway Safety Improvement Program (HSIP) application <br />for the intersection of Alpine Drive and Sunfish Lake Boulevard (CSAH 57) due to a history of <br />safety concerns at that location. While the installation of an all -way stop in 2006 has decreased <br />the amount of accidents, this intersection control is not the preferred long term safety solution. <br />As development and traffic volumes will most certainly increase in the future, a more efficient <br />permanent safety solution was sought. <br />The proposed improvements include; reconstructing portions of CSAH 57 and Alpine Drive to <br />lower the grades through the intersection and improve sight lines, installation of concrete curb <br />and gutter, utility and drainage improvements, reconstructing and widening of bituminous trails <br />adjacent to the intersection for improved pedestrian movements and ADA compliance, <br />replacement of the existing all -way stop condition with a traffic signal, and the addition of <br />dedicated left and right turn lanes. Concrete medians are proposed along CSAH 57 to channelize <br />the turning movements and create separation at the approach to the intersection, but they do not <br />extend far enough in either direction to impact existing public or private access points. <br />The County is nearing a point in the project schedule where final acquisition must be advanced. <br />They are seeking a decision from the Council on whether the City is supportive of the project <br />prior to advancing acquisition and incurring the costs of the necessary right-of-way and <br />easements to facilitate the project. Attached is a draft of the JPA, which has been reviewed and <br />commented on by staff. Discussions at the work session may provide additional direction from <br />the Council on additional suggested revisions. This item is also on the regular Council agenda <br />later this evening for adoption if no significant changes are requested. <br />This item is proposed to be discussed by Council in work session prior to this evening's regular <br />Council meeting. It has been placed on this agenda for adoption if no significant issues and/or <br />revisions are requested to the final document. <br />Funding: <br />The estimated costs to the City are outlined in exhibit B of the agreement but generally speaking <br />the City's contribution is approximately $120,000 of an estimated $1.6M project. This project <br />has been added to the Capital Improvement Program (CIP) for 2011, with State Aid identified as <br />the funding source. <br />Recommendation: <br />Staff recommends acceptance of the JPA with Anoka County for the intersection reconstruction <br />and signalization at CSAH 57 and Alpine Drive.
