CASE # 1, O <br />ADOPT ORDINANCE TO REZONE PROPERTY R-1, R-2, R-3 RESIDENTIAL <br />TO PUBLIC/QUASI PUBLIC <br />Amber G. Miller, Planning Manager <br />Background: <br />Columbo Limited Partnership (Legacy Christian Academy) has applied for a zoning amendment to <br />rezone property generally located west of Armstrong Blvd, east of Puma St, south of Alpine Dr and north <br />of the railroad tracks, to Public/Quasi Public. The Applicant has also applied for a major plat and has <br />submitted a request for site plan review for a new Kindergarten through Grade 12 private school under a <br />different application, which will be considered as part of this overall project. <br />Notification: <br />In accordance with State Statute, Staff attempted to notify residents within 700 feet of the zoning <br />amendment. <br />Observations: <br />The subject property (Lot 1) is 96.087 acres, 85.28 acres of which are proposed to be rezoned to <br />Public/Quasi Public and will also require a Comprehensive Plan Amendment. The property is currently <br />vacant and the applicant is proposing to develop a 225,000-275,000 square foot K-12 private school. The <br />property is currently zoned R-1, R-2 and R-3 Residential and is located in the Metropolitan Urban <br />Service Area. The City of Ramsey Comprehensive Plan designates this area for low, medium and high- <br />density residential development with a density of up to 15 units per acre. <br />Information from the Site Plan and Preliminary Plat Review for Legacy Christian Academy, approved at <br />the October 26", 2010 City Council meeting, is hereby incorporated as reference. <br />Recommendation: <br />The City Council introduced the proposed ordinance on October 26, 2010. In accordance with the City <br />Charter, the ordinance is now eligible for adoption. <br />Council Action: <br />Motion by to waive the reading of Ordinance #10-11 per City Charter and Motion to adopt Ordinance <br />#10-11_ to approve the request for a Zoning Amendment from R-1, R-2 and R-3 Residential to <br />Public/Quasi Public. <br />Roll Call Vote: Councilmember Matt Look <br />Councilmember Colin McGlone <br />Councilmember David Jeffrey <br />Councilmember David Elvig <br />Councilmember Jeff Wise <br />
