CONSENT# 6, 09 <br />INTRODUCTION OF 2011 SCHEDULE OF RATES, FEES AND CHARGES AND CALL <br />FOR A PUBLIC HEARING <br />By: Diana Lund, Finance Director <br />Background: <br />Effective June 30, 1991, Ordinance #91-08 amended S7.01.10 of the City Code to allow the City <br />Council to annually set fees. <br />The City is allowed to annually adopt the Schedule of Rates, Fees and Charges by Resolution, <br />but the City has chosen to adopt its entire schedule by ordinance. Ordinance adoption provides <br />the opportunity for comments at a Public Hearing and gives adequate time (30 days) before the <br />rates go into effect. <br />Attached is the proposed 2011 Schedule of Rates, Fees and Charges. The 2010 Adopted column <br />represents the City's current schedule of fees. Those items shown in the 2011 column reflect <br />changes only to the adopted 2010 fees. If no changes are noted, the 2010 rates will remain <br />constant in 2011. <br />The above rate increases take into effect staff recommendations, industry standards, rates charged <br />by neighboring cities, individual rate studies such as water utility and annual increases based on <br />inflation. <br />Funding Source: <br />None required <br />Staff Recommendation: <br />Introduce Ordinance #10 -XX- 2011 Schedule of Rates, Fees and Charges and calling for a public <br />Hearing on November 23, 2010. <br />Council Action: <br />Motion to introduce Ordinance #10 -XX — 2011 Schedule of Rates, Fees and Charges and calling <br />for a public hearing. <br />Reviewed By: <br />City Administrator: ✓✓�� <br />CC: 11/9/10 <br />
