-98- <br /> <br />6.04 <br /> <br />Recreational Vehicles <br /> <br />6,04.01 Purpose. The purpose of this Section is to provide reasonable regulations <br />for the use of snowmobiles, all-terrain vehicles (ATV), off-highway motorcycles and <br />other recreational vehicles on public and private property in the City. This section is not <br />intended to allow what the Minnesota State Statutes expressly prohibit nor to prohibit <br />what the State Statutes allow. It is intended to prevent a public nuisance. <br /> <br />6,04.02 Incorporation of State Statute. Any person operating a sncwmcbi!e <br />recreational vehicle within the City, unless provided otherwise herein, shall be subject to <br />the provisions of Mi~mesota Statutes, ,~84.81 through 84.929, inclusive, as amended, and <br />the regulations of the Commissioner of Natural Resources ("Commissioner"), adopted <br />pursuant thereto. All provisions of MSS 169 and 169A shall apply to the operation of <br />recreational vehicles except those that by nature have no application. <br /> <br />6.04.03 Definitions. For the purposes °fthis Section, the definitions listed below <br />shall be construed as follows: <br /> <br /> All Terrain Vehicle (ATV) - a motorized flotation-tired vehicle of not <br />less than ttu'ee (3) but not more than six (6) Io .w.. pre. ssure tires, that is limited in engine <br />d_i~placement of less than 900 cubic centirneters and total dry weight of less than 800 <br />pounds. <br /> <br /> Boulevard - is that portion of' the street or high .way between the roadway <br />and the .property line. <br /> <br />City - shall mean the City ofRamsey, Anoka County, Minnesota. <br /> <br />Council- shall mean the City Council of the City of Ramsey. <br /> <br /> Designated use area - that area north of a line traversing the city from <br />east to west begilming and including the 15900 block. <br /> <br />Deafl 5{an T!:rattle er Safety Thrett!e sba!! _mea:~ a device which <br /> <br /> Off-highway Motorcycle -vehicles traveling on two wheels with a seat to <br />be straddled by the operator with handlebars for steerin~ control. <br /> <br /> Operate - shall mean to ride in or on, and control the operation of a <br />snowm,~bila recreational vehicle. <br /> <br /> Operator - shall mean every person who operates, or is in actual physical <br />control of a zn~'.v:'.:eSilo recreational vehicle. <br /> <br />I <br />I <br /> <br />I <br /> <br /> <br />
