I <br /> <br /> I <br /> I <br /> I <br /> I <br />I <br />I <br />I <br />I <br />i <br />I <br />I <br />! <br />I <br />I <br />I <br />! <br />I <br /> <br />CASE #: 5 <br /> <br /> AFSCME CONTRACT NEGOTIATIONS <br /> By: Heidi Nelson, Assistant City Administrator <br />Background: <br />At thc April 16m work session of City Council, staff discussed the current status of the <br />negotiations with the AFSCME bargaining unit. Direction was given to staff regarding salary and <br />benefits. Staff has met with the AFSCME union representatives regarding Council dh'ection a <br />negotiated a tentative agreement. The AFSCME membership will be meeting Monday evening, <br />April 22"d to vote on the proposal. The contract provisions include: <br />Cost of living adjustment: 3.5% for 2002, 3.5% for 2003. <br /> <br />Insurance: Employer contribution to single coverage increase from $290.00 to <br /> $297.33 per month, effective January 1, 2002; employees who <br /> waive will receive $290 per month; as of 01/01/02 any employee <br /> who becomes benefit eligible will not be able to receive $290 for <br /> opting out; any current employee who in the future gives up his/her <br /> right to waive coverage cannot retm'n to the opt out option. <br /> <br />Employer contribution to family coverage increases fi'om <br />$428 per month to $500 per month, effective January 1, <br />2002; <br /> <br />Re-opener for Health Insurance only in 2003. <br /> <br />Inclusion of the following language in 8.1 of AFSCME contract, to state: <br /> "In the event that work is required because of unusual <br /> ckcumstances such as (but not limited to) fa'e, flood, snow, sleet, <br /> or breakdown of municipal equipment or facilities, no advance <br /> notice need be given." <br /> <br />After 16 years of service, a qualifying employee shall receive one additional day of vacation <br />each year in excess of sixteen (16) years of service. <br /> <br />Cun'ent Schedule: <br />0-5 years 10 days <br />6-11 years 15 days <br />12+ years 20 days <br /> <br />Committee Recommendation: <br /> <br />Proposal: <br />0-5 years 10 days <br />6-11 years 15 days <br />12-16 years 20 days <br />An additional day of vacation for each <br />additional year of service beyond 16 years, to <br />a maximum of 25 days per year. <br /> <br />Recommend that City Council approve the 2002-2003 labor contract with AFSCME Local # <br />2454. <br />Reviewed By: <br />City Administrator <br />Assistant City Administrator <br />Finance Officer <br />PC 04/23/02 <br /> <br />-203- <br /> <br /> <br />
