a.m. and 3:30 p.m. to 5:00 p.m. He explained that the School District has informed the Police <br />Department that there will be four paid traffic monitors in various locations and there will be two <br />drop-off points at either end of the school. He stated that there could be 452 potential walkers in <br />the City and 170 have committed to pay for bus service. The Director of Public Works has <br />assured them that the trails along City roads would be clear of snow in the beginning. Once they <br />know how many students will be walking they will further evaluate the situation. <br /> <br />Motion by Councilmember Kurak, seconded by Councilmember Anderson, to adopt Resolution <br />#02-03- requesting that Anoka County establish no parking regulations on C.S.A.H. # from <br />the hours of 8:30 a.m. to 10:00 a.m. and 3:30 p.m. to 5:00 p.m. <br /> <br />Further discussion: Councilmember Anderson stated that no one thinks having walkers is a good <br />idea, but they are trying to make the best of a bad situation. Councilmember Zimmerman stated <br />that it was a bad move by the school board .to force this on kids because there will be buses <br />passing the kids as they are walking. Thinks it is a way to punish the voters. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Kurak, Anderson, Hendriksen, <br />and Zimmerman. Voting No: None. <br /> <br />Case #B: Approve License Applications <br /> <br />Councilmember Anderson stated that last year the SA had a vendor on the property that had rugs <br />for sale. She stated that she had some concerns about the rug racks potentially blocking the view <br />of traffic. She inquired if SA had the latitude to do what they wanted on their property, noting <br />that this year there are going to be plants for sale on their property. <br /> <br />Police Chief Gustafson noted that that issue does not come before the Police Department. <br /> <br />Mayor Gamec stated that the site line when the Christmas trees were being sold on the property <br />was a problem. He requested that the Police Department look into the issue. <br /> <br />Police Chief Gustafson stated that he was confident that SA would be willing to work with the <br />City on the issue. <br /> <br />Councilmember Anderson stated that she wants to make sure that the location will not create <br />problems from a visibility standpoint. <br /> <br />Motion by Councilmember Anderson, seconded by Councilmember Zimmerman, approve the <br />following license applications: <br /> HVAC <br /> Flare Heating & Air Conditioning, 9303 Plymouth Avenue N, Golden Valley, MN 55427 <br /> Peddler/Solicitor <br /> Linda's Dreamcycle, 17040 Nutria Street, Ramsey, MN 55303 <br /> Blake's Hosta's Plus, 8747-201st Avenue NW, Burns, MN 55330 <br /> <br />City Council/March 26, 2002 <br /> Page 5 of 25 <br /> <br />-23- <br /> <br /> <br />
