I <br /> I <br /> ! <br /> I <br /> I <br /> I <br /> i <br /> I <br /> I <br /> I <br /> I <br />'1 <br /> I <br /> I <br /> t <br /> I <br /> I <br /> I <br /> <br />CASE # <br /> <br /> ADOPT ORDINANCE ESTABLISHING BOUNDARY LINES FOR <br />THE CITY OF RAMSEY WARD SYSTEM AND RESOLUTION TO ESTABLISH <br /> PRECINCT LINES AND POLLING PLACES <br /> By: Jo Thieling, City Clerk <br /> <br />Background: <br /> <br />As a result of the Special Election on November 6, 2001, a Charter Amendment was adopted <br />requiring the City to be divided into four wards for purposes of electing Council members. This <br />is to be done by Ordinance. Following the redistricting by the State of Minnesota, City staff met <br />with Anoka County Elections Supervisor, Gary Poser, to draft different options to establish the <br />boundary lines for the ward system. Pursuant to the City Charter and State statute, the wards <br />must be divided as equally in population as is "practicable," and "... each ward shall be <br />composed of contiguous territory." Council reviewed the draft maps at a work session on April <br />8, 2002. At that time, a request was made for amendments to these options. <br /> <br />City Council met during a special meeting on April 16, 2002, to review the ward options and <br />introduce an ordinance choosing such option. Of the options presented, the one entitled "Option <br />2" was the favored. The legal description of the ward boundary lines in Option 2 was reviewed <br />and compared to the map presented. Council directed staff to contact the Anoka County <br />Elections Department to have them also review the legals to determine that they are completely <br />correct in comparison with the lines drawn on the map. Gary Poser, Anoka County Elections <br />Supervisor has completed his review and determined that the legal description given matches the <br />lines on the Ward map exactly. The ordinance is being presented this evening for Council's <br />formal adoption. <br /> <br />Council must also approve the lines depicting the boundaries for the precincts. The lines have <br />been drawn and a map is included with the case showing the area, however, a legal description of <br />the lines will not be ready at agenda print time on Friday. Staff will bring the legal description to <br />the meeting. <br /> <br />Following the adoption of the Ordinance for the Ward boundaries and the Resolution for the <br />Precinct boundaries, staff will send copies to Anoka County Elections and also the Secretary of <br />State's office. <br /> <br />Enclosure: <br /> <br />Ordinance establishing Wards <br />Resolution establishing Precincts <br />Map showing Wards and Precincts Boundaries <br /> <br />Council Action:~ <br />Motion to adopt Ordinance #02-XX, <br />System. <br /> <br />establishing boundary lines for the City of Ramsey Ward <br /> <br />-87- <br /> <br /> <br />
