CASE # <br /> <br />ADOPT INTERIM ORDINANCE TO ESTABLISH <br />17' EVELOPMENT MORATORIUM ON THE HWY. #10 CORRIDOR <br />By: City Administrator Jim Norman <br /> City Attorney William Goodrich <br /> Community Development Director Sylvia Frolik <br /> <br />Cackground: <br /> <br />As Council is aware, Mn/DOT has developed an Interregional Corridor (IRC) System which <br />identifies 2,930 miles of key transportation corridors that handled 1/3 of the vehicle miles <br />traveled in the State. One of those key corridors is T.H. 10 from T.H. 24 in Clear Lake to 1-35W, <br />which includes the City of Ramsey. Earlier this year, Mn/DOT released a stUdy document <br />entitled T.H. 10 Corridor Management Plan: T.H. 24 in Clear Lake to 1-35W. On January 18, <br />2002, the City Council adopted Resolution #02-01-007 endorsing Mn/DOT's vision and <br />management plan for T.H. 10 and supported a freeway design from Thurston Blvd. in Anoka to <br />the western boundary of Ramsey. <br /> <br />Observations: <br /> <br />On October 22, the City Council introduced the proposed ordinance to establish a development <br />moratorium on the north side of the Hwy. #10 corridor. A great deal of the discussion dealt with <br />the scope of the moratorium. For instance, could property owners continue to perform routine <br />maintenance and upgrade or replace exterior materials on existing commercial buildings; would <br />the requirement for pavement and curbing be waived during the moratorium? <br /> <br />Staff is recommending that during the moratorium, property owners are not prohibited from <br />routine maintenance and upgrades to the building exteriors, windows or interiors, as long as there <br />is not an expansion of the building. This means that during the moratorium, property owners <br />could replace roofing materials, replace or upgrade the exterior finish on a building, replace <br />windows, or remodel or repair building interiors. Except for those properties currently operating <br />under grandfather rights to the required site improvements (pavement and curbing), the <br />moratorium would not exempt property owners from installing the required pavement and <br />curbing if they are developing or expanding their customer/employee parking areas or outside <br />display areas. <br /> <br />On November 6, 2002, the City received a letter from Frank Pafko, Mn/DOT North Area <br />Manager, recognizing Ramsey's unique position relating to development trends along the <br />corridor in conjunction with th~ futUre vision for the highway, as reflected in the T.H. 10 <br />Corridor Management Plan. Mn/DOT is proposing to immediately commence working with the <br />City to establish a schedule for planning and associated environmental studies that will <br />ultimately lead to officially mapping the.corridor. ~. <br /> <br />-143- <br /> <br /> <br />
