Voting No: None. <br /> <br />COUNCIL BUSINESS <br /> <br />Case A: <br /> <br />Highway #10 Moratorium <br /> <br />Community Development Director Frolik stated that Mn/DOT has developed an Interregional <br />Corridor (IRC) System, which identifies 2,930 miles of key transportation corridors that handled <br />1L of the vehicle miles traveled in the State. One of those key corridors is T.H. 10 from T.H. 24 <br />in Clear Lake to 1-35W, which includes the City of Ramsey. Earlier this year, Mn/DOT released <br />a study document entitled T.H. 10 Corridor Management Plan: T.H. 24 in Clear Lake to 1-35W. <br />On January 18, 2002, the City Council adopted Resolution #02-01-007 endorsing Mn/DOT's <br />vision and m _a:nagement plan for T.H. 10 and supported a freeway design from Thurston Blvd. in <br />Anoka to the western boundary of Ramsey. Conversion of T.H. 10 to a 6-1ane freeway system <br />will require shifting the alignment to the north. This will involve ail parcels located north of <br />T.H. 10 and south of the Burlington Northern Santa Fe Railroad. The next step in the process is <br />the environmental reviews, which will eventually lead to the City's adoption of an Official Map <br />of the preferred alignment. Creation of the Official Map could take 1 to 2 years. The Town <br />Center Task Force met on October 10, 2002; the Economic DeveloPment Authority met on <br />October 14, 2002; the City Council Public Works Committee met on October 15, 2002; all <br />committees recommended the establishment of a development moratorium along the north side <br />of T.H. #10 corridor. During the City Council work session on October 15, 2002, a question was <br />raised regarding the time frame and extent of the current development moratorium in place on <br />property located north and south of Hwy. #10 and west of Armstrong Blvd. Ordinance #01-17 <br />and 'the attached moratorium map indicate that there will be no overlap of the current moratorium <br />being considered and the one that was established in 2001. The moratorium established in 2001 <br />is onthe north and south side of Hwy. #10 from Armstrong Blvd. to Puma Street.
