-194- <br /> <br />Prelim/nary Plat Review: Rivenwick _3rd Addition <br />September 27, 2002, revised November 8, 2002 <br />Page 3 of 4 <br /> <br />· A soil boring showing the soil ,types and depth to groundwater must be submitted. <br />· A drainage area map showing the acreage of each drainage subarea must be provided. Calculations <br /> must be submitted showing the predevelopment and post development runoff rate in c£s for the 10 year <br /> and i 00 year storm events. A permit must be obtained from the Lower Rum River Water Management <br /> Organization <br />· The plan should be modified to show the size and type of each storm sewer pipe. <br />· The overflow from the detention pond should outlet from its southeast comer to minimize short- <br /> circuiting and maximize pollutant removal efficiencies, <br />· A table needs to be prov/ded specifying the house type, garage elevation, mum floor elevation, and <br /> street grade. <br /> <br />Open Space: City Code requires a minimum of 40% of the development to consist of open space. Open <br />space in this case, is defined as grassed lawns, landscape areas, gardens, natural areas, landscape rock, <br />mulch, wetlands, and ponding areas. City Code reqmres 10% of the 40% open space to be identifiable <br />common area for use by residents of the development. The development contains approximately 64% <br />(10.31 acres) of open space. The preliminary plat is also providing a 1.2 acre area to be utilized for <br />common open space (i.e. tot lot or recreational area for the townhouse residents). The proposed plat meets <br />the open space.requirements established in City Code. <br /> <br />Drainage and Utility Easements: TNs subdivision will be served by sanitary sewer and City water which <br />will be extended from the adjacent Rivenwick subdivision. The entire plat will be served by gravity <br />sanitary sewer, however, it should be noted that there must be a minimum of seven and one half feet of <br />cover over the top of the sewer. Several locations on the west end of the plat have less cover than required. <br />The road elevation should be raised to correct this situation. <br /> <br />The watermain should be looped across T.H. 10. Sewer and water trunk fund can be utilized for the <br />improvement outside of the plat. <br /> <br />Utilities and Water Usage: The development will be serviced by municipal water and samtary sewer. <br /> <br />Park Dedication: The sketch plan was reviewed by the Park Commission at their August meeting. The <br />Park Commission is recommending park dedication be satisfied by a cash payment in the mount of <br />$190,400 (I 12 x $1,700). The Park Commission is recommending $95,200 be allocated for improvements <br />to Riverdale Park and the parkland along Mississippi River. It should be noted that the ram in effect at the <br />time of final plat will be required. <br /> <br />Trail Development and Fees: The City's current trail development fee is $400.00 per lot, or $44,800 <br />dollars in this case. Payment ofth/s fee is required prior to recording the plat and the.rate in effect at final <br />plat approval will be used. <br /> <br />A trail will be required from the plats westerly boundary limits, along Riverdale Drive to Garnet Street. <br />The trail should extend along Riverdale Park (northwest side of the park) to the east cage of Riverdale <br />Park. Construction of the trail outside of the plat boundaries will be credited against the Trail Fees.
