-38-

must be obtained prior to the plat of Plants and Things being recorded at Anoka County. The
property is zoned B-3, Highway Business District and the existing Plants and Things operation is
permitted in the B-3 Zoning District. The proposed parcel meets the half-acre minimum lot size
requirement, the 100-foot lot width and 150-foot lot depth requirement established in the B-3
Business District. Currently, the property has one access from Sunfish Lake Boulevard (County
Road 57) and two accesses from U.S. Highway 10. The sketch plan is proposing to maintain all
three access points. Anoka Count), Highway Department submitted a letter to the City stating
that County Road 57 may be expanded in the future to include left and right turn lanes. The
applicant should be aware Anoka County Highway Department may need additional right of way
in the future. Staff sent the proposed sketch plan to MnDot for their review and comment. Staff
has not received any comments at this time; however Staff is anticipating MnDot will require the
two access points from U.S. Highway #10 be closed and right of access be dedicated to the State.
The sketch plan is providing Outlots A, B, and C through the subject property to serve as a future
public frontage road.

Chairperson Nixt stated the interim use permit application will be taken at the November
meeting and will be for use only thru 2003. He asked if they have drainage issues in this area.

City Engineer Jankowski stated they do and they have a proposed project, which would extend
the storm water pipe to drain the property eastward to a large regional pond they have. He stated
that the pipe was proposed to be constructed in two phases. He stated phase two is yet to be
constructed.

Chairperson Nixt asked if there was appropriate ponding provided for to cover the proposed
development if they cannot make the extensions.

City Engineer Jankowski stated there will need to be temporary ponding sufficient to hold back
to back hundred year storms if the storm sewer is not complete in time.

Chairperson Nixt asked with the widening of Sunfish Boulevard, how is that going to impact the
required green space on Highway 10.

ASsociate Planner Wald showed a map of the area and stated the developer is not proposing to
develop phase three yet and when phase three is developed, Sunfish Boulevard will be expanded
to accommodate this.

Motion by Chairperson Nixt, seconded by Commissioner Kociscak, to approve the sketch plan
for Plants and Things and recommend that the City Council grant final plat approval contingent
upon compliance with City Staff Review Letter dated September 27, 2002.

Motion Carried. Voting Yes: Chairperson Nixt, Commissioners Kociscak, Brauer, and Reeve.
Voting No: None. Absent: Commissioners Johnson and Watson.

Planning Commission/October 10, 2002

I
I
I
i
I
i
I'
I
I
I
I
I
I
I
I
I
I
I
I
