She stated their Proposed parking <br />is more than adequate. <br /> <br />Commissioner Kociscak asked if one of the Highway 10 accesses would be removed. <br /> <br />Associate Planner Wald stated she is anticipating MN/Dot will require both accesses to be <br />removed. <br /> <br />Chairperson Nixt stated his main concern is that there should be adequate drainage and asked <br />where the ponding would occur. <br /> <br />City Engineer Jankowski stated there could be a temporary drainage pond on site tWo. <br /> <br />Motion by Chairperson Nixt, seconded by Commissioner Brauer, to recommend that the City <br />Council approve the proposed site plan for Plants and Things contingent upon compliance with <br />City Staff review letter dated September 27, 2002, and continent upon the applicant providing an <br />alternative temporary drainage pond that is acceptable to staff as well as contingent on approval <br />of interim use permit for dual use and modifying the site plan to eliminate the thirty-eight parking <br />spots to the north of the building. <br /> <br />Further discussion: Mr. John White, representing Mr. and Mrs. Hickman requested that until <br />they dedicate the land for a future street that they leave the parkingthere because they would like <br />to be able to use that at this time and do not see it as an issue until they have to dedicate the land. <br /> <br />Chairperson Nixt stated it is a recommendation and Mr. White should make this request to the <br />City Council. <br /> <br />Motion Carried. Point; Case of Allstate <br />Development, LLC. <br /> <br />Principal Planner Trudgeon stated the City received an application from Allstate Development <br />for site plan review for nineteen tWo-unit townhomes as part of the Villas of Meadow point <br />subdivision. The property is generally located in the triangular area formed by the intersection of <br />Nowthen Blvd, Sunfish Lake Blvd., and Alpine Dr. The subject property is approximately 23.36 <br />acres. The tWo-unit townhomes are part of a larger planned townhome development. The areas <br />where the two-unit townhomes will be located are approximately 13 acres. The site plan shows <br />19 tWo-unit buildings for a total of 38 townhouse units. The subject property is zoned R-2 and <br />the proposed townhouse development is a permitted use in the R-2 district. The net density of the <br />whole property is 1.8 units per acre. It is the City's understanding that the outlots are proposed to <br />be developed in the future. The tWo-unit townhome units will have public street access to <br />County Road 57 and Alpine Drive (formerly 153rd Ave.), a city municipal state aide road.
