-154- That part of the East Half of the Northwest Quarter of Section 25, Township 32, Range 25, Anoka County, Minnesota, described as Commencing at a point on the Centerline of State Trunk Highway No. 47, formerly known as the Anoka and St. Francis Road, as the same extends through said East Half of the Northwest Quarter in a northerly and southerly direction, which point is 1083 feet north of the South line of said East Half of the Northwest Quarter as measured along said centerline; thence South 89 degrees, 21 minutes, 46 seconds West parallel with the South line of said East Half of the Northwest Quarter for 888.64 feet to intersect with the West line of said East Half of the Northwest Quarter, said point of intersection being a distance of 1065.24 feet north, of the Southwest comer of said East Half of the Northwest Quarter; thence return North 89 degrees, 21 minutes, 46 seconds East, assumed basis of bearings, along said parallel line for 471.45 feet to the actual Point of Beginning of the land here described; thence South 0 degrees, 38 minutes, 1'4 seconds East for 266.00 feet; thence North 89 degrees 21 minutes 46 seconds East parallel, with said South line of the East Half of the Northwest Quarter for 469.83 feet, more or less, to intersect said centerline of State Trunk Highway No. 47; thence 11 degrees, 49 minutes, 52 seconds West along said centerline for 271.16 feet, more or less, to said point of commencement; thence South 89 degrees, 21 minutes, 46 seconds West parallel with the South line of the East Half of the Northwest Quarter for 417.19 feet, more or less, to said Point of Begirming. (the "Subject Property") WHEREAS, on September. 4, 2001, the Ramsey Planning Commission granted sketCh plan approval of the Lord of Life minor subdivision; and WHEREAS, on October 23, 2001, the Ramsey City Council granted site plan, rezoning, and Comprehensive plan amendment approvals to a 47-unit senior apartment building to be located on the Subject Property; and WHEREAS, Section 9.50.04 (Final Plat), Subd. 1 (Procedure) of the Ramsey City Code states that following approval of a preliminary plat, the applicant shall file a final plat for consideration by the City COuncil within one year of preliminary plat approval; and WHEREAS,, Section 9.50.04 (Final Plat), Subd. 1 (Procedure) of the Ramsey City Code further states that subsequent to the one year deadline, the applicant may request the City Council up to a one-year extension for submission of a final plat; and WHEREAS, on October 9, 2002 the City received a written communication from the- Lord of Life Church requesting a one-year extension for submittal of a final plat for the Lord of Life minor subdivision.
