We offer the following comments: <br /> <br />General: The subject property is 24.11 acres in size and is generally located west of state <br />Highway #47 and north of Alpine Drive. The approved preliminary plat plan proposed to <br />develop 110 townhome lots.' The first phase of Evergreen Point was approved on July 23, <br />2002 and showed 58 townhouse lots being platted. The Evergreen Point 2'~d Addition Final <br />Plat shows the remaining 52 townhomes being platted. <br /> <br />2. Zoning: The subject property is zoned R-2 Residential which allows for townhomes up to 7 <br /> units per net acre. <br /> <br />Streets: The final plat is in accordance with the City's adopted townhome street policy and <br />the approved preliminary plat. In accordance with staff comments at the time of preliminary <br />plat approval, the streets plan have been modified to correct all deficiencies. The streets shall <br />be constructed in conformance with the constructions plans prepared by John Oliver and <br />Associates dated August 14, 2002. <br /> <br />Grading and Drainage: These comments are based on the submitted Grading Plan dated <br />August 14, 2002. A drainage permit will be required from Mn/DOT. The development will <br />also require a permit from the Lower Rum River Water Management Organization and <br />MPCA. Evidence' of the permits must be received before grading activities commence. <br /> <br />Staff has the following comments and corrections to the Grading Plan: <br />a) Detail must be provided for each house style. <br />b) High point and critical elevations shall be shown in order to evaluate the City <br /> requirement of 2% slope. Grades flatter than 2% will require a certificate of grading prior <br /> to an occupancy permit being granted. The requirement for an elevation survey on all <br /> <br />-227- <br /> <br /> <br />
