-252- <br /> <br />Counci!member Hendriksen inquired if they had done any wetland delineation of the property <br />because the property use to be a hay field many years ago and it was abandoned because the land <br />was too wet. He expressed concern with placing a home on property that has in the past had <br />continuous standing water. <br /> <br />Mr.' Abel replied that they have delineated the wetlands. He explained that the lowest floor <br />elevation will be above the overflow point identified on Ramsey Boulevard. <br /> <br />Councilmember Hendriksen inquired if staff was sure that it was a buildable site. <br /> <br />Principal City Engineer Olson noted that the developer did adjust the Iot to be three'feet higher at <br />the request of the Lower Rum River. He stated that Ramsey Boulevard would have to flood <br />before the house would flood. <br /> <br />Councilmember Hendriksen expressed concern with the septic' system being placed on Lot 3 with <br />ali the contour on the property. <br /> <br />Principal City Engineer Olson replied that Lot 3 currently complies with City ordinance, but he <br />wilI research the issue further. <br /> <br />Councilmember Hendriksen stated that he does nOt want to create a situation where the septic <br />will travel out of the surface horizontally. <br /> <br />Principal Planner Trudgeon noted that the City staff review letter states that Lots 2 and 3 should <br />have septic site designed by a certified septic designer. <br /> <br />Councilmember Hendriksen recommended that they table action pending identification of an <br />appropriate septic site. <br /> <br />Mr. Al~el stated that the City has been given a letter from Miller Environmental indicating that <br />lots 2 and 3 can support a standard system without a mound system. <br /> <br />CounCilmember Anderson inquired if two drain systems would be included. <br /> <br />Mr. Abel replied yes. . . <br /> <br />Councilmember Zimmerman inquired if the City has an ordinance that requires a certain amount <br />of buildable area. <br /> <br />Community Development Director Frolik replied that City Code requires 225,000 square feet of <br />buildable area. <br /> <br />Councilmember Zimmerman inquired if they have that on Lots 2 and 3. <br /> <br />Principal Planner Trudgeon replied that Lots 2 and 3 needed further clarification. <br /> <br />City Council/September 24, 2002 <br /> Page 27 of 33 <br /> <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />! <br /> <br /> <br />
