Councilmember Hendriksen stated that his concern is
that preliminary plat is where the owner is granted certain property rights and they might get into
an issue by doing something premature. City Attorney Goodrich inquired if there was any
concern regarding the 60-day rule. Principal City Engineer Olson inquired if the Council were to
pass preliminary plat contingent upon the City staff review letter and the information provided
did not meet the requirements of the review letter, would they no longer have preliminary plat
approval. City Attorney Goodrich replied that that was correct. Councilmember Kurak inquired
if all the concerns addressed tonight were included in the staff review letter.
