Background: <br />Staff was approached by a resident at 7619 157 Avenue NW requesting the installation of a driveway <br />along Variolite Street to access the rear of their property. They intend to construct an outbuilding <br />(garage) in that location and it would be very difficult to access this area from their existing driveway on <br />1 57 th , approximately 500' away. Further compicating matters is the location of their drainfield for their <br />septic system (which is located on the east side of their home) causing a more circuitous route around <br />this system, trees, and through the drainage ditches along the roads. <br />Discussion: <br />Staff visited the site to review the site distance at the location proposed for the access point. To the <br />north the terrain is relatively flat and there are good sight lines to approximately 161 Avenue (2,200' <br />away); the time it took a vehicle first sighted in this direction in excess of 30 seconds to reach the <br />proposed driveway location. To the south there is a crest in the road slightly north of 156 Avenue <br />(approximately 650' away); it took a vehicle first sighted in this direction approximately 15 seconds to <br />reach the proposed driveway location. The speed limit on Variolite Street is 50 mph, and a minimum <br />sight distance of 500' (7 to 10 seconds) is required. In general terms staff usually discourages access <br />points onto high speed collector streets in the City, but in light of the above information it would seem <br />reasonable to allow such an access as proposed by the resident. <br />Attached to this case are aerial location maps, photos of the site, and a letter from the homeowner for <br />consideration. <br />Recommendations: <br />Staff recommends the issuance of a right -of -way permit for the property at 7619 157 Avenue NW <br />contingent upon the successful approval of a building permit, and compliance with City standards with <br />regard to driveway curb cuts (width, culverts, material, etc.). <br />Action: <br />CASE #4 <br />CONSIDER RIGHT -OF -WAY PERMIT FOR THE INSTALLATION OF A DRIVEWAY <br />ALONG VARIOLITE STREET AT 7619 157 AVENUE NW <br />By: Steven Jankowski, Assistant City Engineer <br />Based upon discussion <br />Reviewed By: <br />Director of Public Works/Principal City Engineer <br />Streets Superintendant <br />PW: 11/16/10 <br />
