Voting No: None, <br /> <br />Case#7: <br /> <br />Request for Preliminary Plat Approval of White Oak Addition: Case of <br />Wurm-Paumen Properties, LLC <br /> <br />Principal planner Trudgeon stated that Wurm-Paumen Properties have applied for preliminary <br />plat approval to develop 29.2 acres on Ramsey Boulevard at 158th Lane NW. The property is <br />zoned R-1 Residential and is. located in the Rural Developing Area. The proposed major <br />subdivision is a replat of the Kruger homestead that will create five lots that are all over the <br />required minimum lot size of 2.5 acres. Darrel Kruger owns a 28.5-acre parcel on Ramsey <br />Boulevard south of 159th Lane NW. The developer, Wurm-Paumen Properties, LLC, is applying <br />for a major subdivision that proposes five new lots, all of which are larger than the 2.5-acre <br />minimum required in the R-l, Rural Developing Area. The existing homestead is located on <br />proposed Lot 5, which will be removed. Lot 5 also contains a second dwelling unit that will be <br />removed as part of the development. The plat also contains Outlot A (approximately 0.7 acres) <br />which is located across Ramsey Boulevard from the main tract. The outlot is entirely wetland. <br />Wurm-Paumen Properties, LLC is proposing to extend 158t~ Lane NW into the parcel to provide <br />access to four of the lots. Due to the substantial amount of wetland on the property, Lot 1 will <br />require access from Country Road 56. The property is also subject to the Ramsey Park and Trail <br />Plan and will be required to dedicate a 75-ft. trail corridor connecting Central Park and Elm Crest <br />Park. A revised preliminary plat was submitted that shows the trail corridor. The exact area of the <br />trail will need to be verified before the Park Commission can draft a formal Park Dedication <br />recommendation. Staff recommended preliminary plat approval contingent on City Staff Re.view <br />Letter dated August 29, 2002, revised September 17, 2002. <br /> <br />Councilmember Kurak inquired if the DNR permits and the Lower Rum River permits had been <br />addressed. <br /> <br />Ross Abel, John Oliver & Associates, stated that he spoke with Tom Hovey from the DNR and <br />he informed them that if they limit the impact on the wetland to less than 400 square feet, a <br />permit will not be required by the DNR.
