Olson, Principal City Engineer <br /> <br />Background: <br /> <br />As part of the construction of the 4 developments located on the northwest quadrant of <br />Trunk Highway 47 and Alpine Drive, dewatering was necessary to install some deep <br />utilities. The Contractor for Wildlife Sanctuary, S.J. Louis, Inc., applied and received a <br />DNR appropriations permit for those dewatering activities. Since the dewatering began, <br />we have run into some issues with the water that is being pumped into the wetland east of <br />Highway 47. <br /> <br />There has been numerous discussions with the residents that live around the DNR wetland <br />located east of Hwy 47 and north of Alpine Drive NW. The residents are generally concerned <br />with the level that the water reaches before entering into the culvert that was installed on the <br />west side of 155th Lane NW. Attached is a map showing how the water flows before reaching <br />the Rum River. <br /> <br />The purpose of the case is to discuss the project and discuss the possibility of purchasing the <br />easements necessary to achieve the level necessary during a 100-year rainfall event. Hakanson <br />Anderson Associates provided a model of the storm sewer and updated the Southeastern <br />Stormwater Plan as part of the design work for those developments. The 100 year design <br />elevation is expected to reach an elevation of 864. This elevation is depicted in the attached <br />resolution and will be explained at the meeting on Tuesday night. : <br /> <br />There is approximately . S.F. (to be estimated. by Tuesday night) of land located inside <br />and outside of the wetland limits. At $0.10 per square foot of land this could amount to <br />$ <br /> <br />Committee Action: <br /> <br />Motion to recommend to the City Council to hire Hakanson Anderson for a not to exceed <br />amount of $1,000 to survey the 864 contour and provide legal descriptions of easements <br />necessary to achieve the 100 year rainfall event. <br /> <br />Reviewed by: <br /> <br />Public Works Director/Fire Chief <br />City Administrator <br /> <br />PW: 11/19/02 <br /> <br /> <br />
